(2) Notwithstanding subsection (1), where the period of stopover in the third country exceeds the period of stopover in the United States, the provisions of Division II, IV, V or VI of Part III, as appropriate, shall apply in respect of the charter transportation to the third country.

As part of the Beyond the Border Action Plan, Canada and the United States have committed that, by 30 June 2014, they will develop a system to exchange biographical information on the entry of travellers, including citizens, permanent residents and third-country nationals, such that a record of entry into one country could be considered as a record of exit from the other (see Canada’s Economic Action Plan, Beyond the Border Action Plan).

(34) Member States should be present or represented for visa purposes in all third countries whose nationals are subject to visa requirements. ð Member States should aim at enlarging the consular coverage. ï Member States lacking their own consulate in a given third country or in a certain part of a given third country should Ö therefore Õ endeavour to conclude representation arrangements in order to avoid a disproportionate effort on the part of visa applicants to have access to consulates.

6. Where parts of projects of common interest are situated within the territory of third countries, the Commission may, in agreement with the Member States concerned, put forward proposals, where appropriate within the framework of the management of the agreements between the Community and those third countries and in accordance with the Energy Charter Treaty and other multilateral agreements with third countries which are parties to that Treaty, for the projects also to be recognised as being of mutual interest by the third countries concerned, in order to facilitate their implementation.
6. a third country national who is holder of a visa issued by a Schengen Member State still requires a national visa from a Member State that joined the EU in 2004 and is not yet full part of Schengen, in order to enter, transit or stay on the territory of the latter; a third country national who is holder of a residence permit issued by Switzerland or Liechtenstein requires a visa for entering the territory of a Member State, even if the third country national only transits via a Member State to his country of origin for his yearly holidays.
