In consideration of this, and in acknowledgment of the reform efforts of Portugal during its economic adjustment programme as well as in Spain in recent years following the financial assistance programme, the Commission proposed that the Council cancels the fines.

In implementing the Seventh Framework Programme the Community shall make a financial contribution to the Eurostars Joint Programme undertaken jointly by Belgium, Bulgaria, the Czech Republic, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, the Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden and the United Kingdom (the participating Member States), and Iceland, Israel, Norway, Switzerland and Turkey (the other participating countries).

In this connection, I very much welcome the Commission’s ALBAN programme. It promises to be of great benefit as it opens up all European universities to postgraduate students. In the past, such students were channelled to the United States, or sometimes to Spain, because a strong bilateral programme was in place.
Je crois qu’en ce sens, le programme ALBAN, lancé par la Commission, est extrêmement positif parce qu’il ouvre l’ensemble des universités européennes à ces étudiants de troisième cycle qui, jusqu’à présent, se tournaient essentiellement vers les États-Unis et, dans certains cas - parce qu’il existait un programme bilatéral très important -, vers l’Espagne.
