Under these changes, a financial contribution by the shareholders of the consortium which has undertaken the project were to be a condition for approval of the plan for financing the project in question. This contribution has, however, still not been made, nor have the Greek authorities submitted the financing plan making provision for co-funding of the project on the basis of the Structural Funds for the programming period 2000-2006.

In his latest reply on the delay in completing the Thessaloniki underground project (P-3194/01), Commissioner Bolkestein stated that "the national authorities have yet to submit a request to the Commission to confirm the level of Community co-funding for this major project" and that "it is clear that compliance with Community legislation is one of the preconditions for ERDF funding of the project in question".
Dans sa réponse à une question relative au retard dans l'exécution du projet de construction du métro de Thessalonique (P-3194/01), le commissaire Bolkestein indiquait que "les autorités nationales n'ont pas encore présenté à la Commission une demande de confirmation du taux de cofinancement de ce grand projet", que "la Commission a envoyé une lettre aux autorités grecques pour obtenir certaines clarifications pertinentes sur ces documents et le projet en général" et qu'"il est évident que le respect de la législation communautaire est une des conditions pour le financement par le FEDER du projet en question".

Six years after the Thessaloniki underground railway project was included in the operational programme for ‘Urban Development’ within the second CSF for Greece (1994-1999), and almost two years after the Commission’s rejection of the accusation that Community law relating to public contracts for the project in question had been breached, the Greek Government is continuing to stand in the way of the project’s completion, depriving the city of Thessaloniki of a project which is of vital importance for the region’s development.
Six ans se sont écoulés depuis l'intégration des travaux du métro de Thessalonique dans le programme opérationnel "Développement urbain" du deuxième cadre communautaire d'appui pour la Grèce (1994-1999) et deux années à peu près depuis le rejet par la Commission des accusations de violation de la législation communautaire lors de la passation des contrats publics relatifs à cet ouvrage d'art. Le gouvernement grec n'en continue pas moins de priver la ville de Thessalonique de la réalisation de ce projet, qui revêt une importance vitale pour le développement de la région.
