The Tribunal also finds that, with regard to the second part of the note of 28 July 2009, in which the applicant, by asking to be admitted to the oral test, might be considered to be challenging the decision not to admit her to the oral test, the wording of the note in question does not contain a statement of any plea or argument in law or in fact supporting the request for amendment of that decision.
