IN-CONTEXT TRANSLATIONS

This new regional programme aims at protecting and evacuating additional 3 800 refugees from Libya, as well as providing protection and voluntary humanitarian return to 15 000 migrants stranded in Libya and support them with reintegration assistance in their countries of origin, as committed by the EU in the framework of the Joint Taskforce.

Calls on neighbouring countries and regional players to refrain from actions which might exacerbate divisions and undermine Libya’s democratic transition, and to support fully the Government of National Accord as the sole legitimate government of Libya; points out that those who are actively creating obstacles to a Government of National Accord are in violation of UN Security Council resolutions on Libya and must face the consequences of their actions; believes that the EU should use its diplomacy and foreign policy tools, within the remit of the common security and defence policy (CSDP) and other policies such as those on trade and cooperation, to encourage countries in the Middle East and North Africa region to engage positively with the transition process in Libya; believes, likewise, that the EU and its Member States should end their silence regarding the support provided by some players in the region to warring factions in Libya and to terrorist groups using Libyan territory for their proxy wars; welcomes the facilitation role played by Algeria, Tunisia and Morocco, and recalls the importance of a stable Libya for the stability and security of the entire region;

Reiterates its call on the High Representative to review the mandate of the European Union Border Mission (EUBAM) in Libya, currently on hold and stationed in Tunisia, in order to take account of the dramatically changed situation in the country, and with a view to designing a properly coordinated Common Security and Defence Policy (CSDP) mission to operate in articulation with the UN and regional partners in the event that a political settlement is found; takes the view that that CSDP mission should be aimed at supporting the implementation of a political settlement, should give priority to security sector reform (SSR) and disarmament, demobilisation and reintegration (DDR) and should also respond to other urgent needs of governance; additionally, expresses the view that in the face of prolonged war in Libya and deepening instability and serious threats to European security, the CSDP mission should be prepared to participate in a UNSC-mandated and coordinated action to stabilise Libya;

Is deeply concerned by reports of involvement of regional players in the violence in Libya and calls on neighbouring countries and regional players to refrain from actions which might exacerbate current divisions and undermine Libya’s democratic transition; calls on them to increase control of their borders, including at seaports and airports, and to maintain thorough inspections of all cargo to and from Libya; commends Tunisian hospitality towards the hundreds of thousands of Libyan citizens currently in Tunisia fleeing from violence;

M. whereas there are reports of outside involvement in the violence in Libya, including in the form of military action and the delivery of arms and munitions and undertaking actions which exacerbate local divisions, impacting on the poor governance structures and thus undermining Libya’s democratic transition; whereas some Gulf States and some other regional actors are now backing rival sides in Libya’s escalating domestic unrest;
