The competent authorities in the region should set up a Steering Committee, which draws up the proposal for a regional programme of innovative actions in the context of a regional partnership including the financial partners, the authorities responsible for programmes under Objectives 1 or 2 part-financed by the ERDF, those responsible for other Community programmes in the region (where relevant), and the public and private actors involved at regional level.
36. Les autorités compétentes dans les régions établissent un comité de pilotage qui élabore la proposition de programme régional d'actions innovatrices dans le cadre d'un partenariat régional incluant les partenaires financiers, les autorités responsables des programmes des objectifs 1 ou 2 auxquels participe le FEDER et, suivant le cas, les autorités responsables d'autres programmes communautaires dans la région ainsi que d'autres acteurs publics et privés concernés au plan régional.

The EU Regional Trust Fund in Response to the Syrian crisis adopted its first programmes on 29 May 2015 to provide a regional response to a regional crisis, enabling the EU and its Member States to jointly intervene in response to growing and shifting needs and to contribute to the implementation of the "EU regional strategy for Syria and Iraq as well as the ISIL/Da'esh threat".

1. Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;
1. invite l'Union et ses États membres à s'attaquer aux causes profondes de la détérioration rapide de la situation dans la région MOAN par une démarche complète et ambitieuse; soutient la campagne menée au niveau international contre le groupe "État islamique" et salue l'engagement des partenaires de la coalition à collaborer selon une stratégie commune; se félicite, notamment, de la participation de certains États membres de l'Union à la coalition internationale contre le groupe "État islamique", tant sous forme de frappes militaires que de participation logistique, financière et humanitaire; demande toutefois l'accroissement de la mobilisation dans tous les domaines et souligne la nécessité de mieux coordonner les actions entreprises; observe que ces actions pourraient utilement être coordonnées sous l'égide de l'Union, si nécessaire dans le cadre d'une opération relevant de la politique de sécurité et de défense commune (PSDC), et demande à l'Union, à cet effet, de mettre en place des capacités opérationnelles suffisantes et une véritable défense européenne commune; souligne néanmoins que la lutte contre Daech, le Front Al-Nosra et les autres groupes terroristes doit trouver une réponse sur mesure, adaptée en fonction des particularités politiques et régionales; invite l'Union à jouer le rôle de médiateur principal dans le dialogue régional et à y associer toutes les parties concernées, y compris la LEA, l'Arabie saoudite, l'Égypte, la Turquie et l'Iran; rappelle qu'il est essentiel de répondre aux demandes légitimes des populations locales, notamment exprimées lors du printemps arabe de 2011, afin d'assurer la stabilité à long terme de la région; relève l'annonce récente par la Ligue arabe de la formation d'une unité de réponse rapide opérationnelle, particulièrement axée sur la lutte contre le groupe "État islamique" et d'autres groupes terroristes émergents;

21. Stresses that European initiatives in the field of cohesion and structural policy need to be better coordinated so as not to jeopardise the coherence of regional policy; calls therefore for strengthened coordination in the Commission between DG REGIO, which is responsible for cohesion and structural policy, and the DGs responsible for the relevant sector-specific initiatives; calls, in view of the Lisbon Treaty's strengthening of the rights of regional and local authorities, for these authorities to be more closely involved in the development of policy at Commission level, in order to enhance project responsibility among project promoters; also calls, however, for more control of results by the Commission on the spot, so as to improve evaluation both of the efficiency of project structures and of the effectiveness of measures in terms of the objective they seek to achieve;
21. souligne que les initiatives européennes en matière de politique de cohésion et de politique structurelle doivent être mieux coordonnées afin de ne pas compromettre la cohérence de la politique régionale; réclame par conséquent un renforcement de la coordination, au sein de la Commission, entre la direction générale REGIO, qui est compétente pour la politique de cohésion et la politique structurelle, et les directions générales compétentes pour les initiatives sectorielles correspondantes; demande, eu égard au renforcement des droits des collectivités régionales et locales apporté par le traité de Lisbonne, que celles-ci soient plus étroitement associées à l'élaboration de la politique au niveau de la Commission, afin d'accroître la responsabilité au niveau des responsables des projets: réclame, en outre, un contrôle accru des résultats par la Commission, sur place, afin de mieux évaluer l'efficacité des structures de projet et celle des actions par rapport aux objectifs visés;

The elected representatives of the region, and in particular in the small municipalities, are quite rightly held in high regard by their fellow citizens. They shoulder a great deal of responsibility for virtually nothing, they have a remarkable sense of the general interest, they are coping with ever more complex duties, for which Europe is partly responsible, and they have also been completely abandoned by the public authorities, and I was anxious to point this out here.
Les élus de terrain, et notamment dans les petites communes, sont légitimement très aimés de leurs concitoyens, ils assument de grandes responsabilités quasi bénévolement, ils ont un sens de l’intérêt général remarquable, ils font face à une complexité croissante de leurs charges dont l’Europe a sa part, ils sont bien aussi totalement abandonnés des pouvoirs publics, et je tenais à le rappeler ici.
