In its Communication of 29 June 2011 entitled 'A Budget for Europe 2020', the Commission proposed to address with a single common strategic framework for research and innovation the areas covered by the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) ('the Seventh Framework Programme') adopted by Decision No 1982/2006/EC of the European Parliament and of the Council (10), and the innovation part of the Competitiveness and Innovation Framework Programme (2007 to 2013) established by Decision No 1639/2006/EC of the European Parliament and of the Council (11), as well as the European Institute of Innovation and Technology (the 'EIT') established by Regulation (EC) No 294/2008 of the European Parliament and of the Council (12), in order to contribute to attaining the Europe 2020 strategy target of raising spending on research and development to 3 % of GDP by 2020.
Dans sa communication du 29 juin 2011 intitulée "Un budget pour la stratégie Europe 2020", la Commission a proposé d'intégrer dans un cadre stratégique commun pour la recherche et l'innovation unique les domaines couverts par le septième programme-cadre de la Communauté européenne pour des actions de recherche, de développement technologique et de démonstration (2007-2013) (ci-après dénommé "septième programme-cadre") adopté par la décision no 1982/2006/CE du Parlement européen et du Conseil (10), et le volet "innovation" du programme-cadre pour l'innovation et la compétitivité (2007-2013) établi par la décision no 1639/2006/CE du Parlement européen et du Conseil (11), ainsi que l'Institut européen d'innovation et de technologie (EIT) créé par le règlement (CE) no 294/2008 du Parlement européen et du Conseil (12), en vue de contribuer à atteindre l'objectif, défini dans la stratégie Europe 2020, de faire passer à 3 % du PIB d'ici 2020 les dépenses en matière de recherche et de développement.

The European Parliament resolution of 20 November 2008 on the European space policy: how to bring space down to earth (6) stressed the need to find adequate EU instruments and funding schemes for the European Space Policy to supplement the allocations from the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007 to 2013) (the Seventh Framework Programme), so as to allow the different economic actors to plan their actions in the medium and long term and emphasised that the next financial framework should take into account adequate EU instruments and funding schemes to allow long-term Union investment for space-related research and for the operation of sustainable space-based applications for the benefit of the Union and its citizens.
La résolution du Parlement européen du 20 novembre 2008 sur «la politique spatiale européenne: l’Europe et l’espace» (6) a souligné la nécessité de trouver des instruments et des régimes de financement appropriés de l’Union pour la politique spatiale européenne, pour compléter l’attribution de crédits au titre du septième programme-cadre de la Communauté européenne pour des actions de recherche, de développement technologique et de démonstration (2007-2013) (ci-après dénommé «le septième programme-cadre»), de manière à permettre aux différents acteurs économiques de planifier leurs actions à moyen et à long terme, et a fait valoir que le prochain cadre financier devrait prendre en considération des instruments et mécanismes de financement de l’Union adaptés pour permettre des investissements de l’Union à long terme en faveur d’activités de recherche spatiale et de la mise en œuvre d’applications spatiales durables au service de l’Union et de ses citoyens.

Decision No 1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007 to 2013) (3) (the Seventh Framework Programme) provides for Community participation in research and development programmes undertaken by several Member States, including participation in the structures created for the execution of those programmes, within the meaning of Article 169 of the Treaty establishing the European Community (EC Treaty).
La décision no 1982/2006/CE du Parlement européen et du Conseil du 18 décembre 2006 relative au septième programme-cadre de la Communauté européenne pour des actions de recherche, de développement technologique et de démonstration (2007-2013) (3) (ci-après dénommé «septième programme-cadre») prévoit la participation de la Communauté à des programmes de recherche et développement entrepris par plusieurs États membres, y compris la participation aux structures créées pour l’exécution de ces programmes au sens de l’article 169 du traité instituant la Communauté européenne.

Please allow me to say a few words at the outset. Yesterday we inaugurated the seventh term of the European Parliament.

(h) the formulation of provisions governing the intellectual property rights arising from the activities carried out under the EMRP and the implementation and coordination of the research and development programmes and activities undertaken at national level by the participating States in such a way that they aim at promoting the creation of such knowledge and at supporting a wide use and dissemination of the knowledge created. The approach taken shall follow the model established by Regulation (EC) No 1906/2006 of the European Parliament and of the Council of 18 December 2006 laying down the rules for the participation of undertakings, research centres and universities in actions under the Seventh Framework Programme and for the dissemination of research results (2007-2013) (║ "the Rules for Participation in the Seventh Framework Programme").

The Seventh Framework Programme was adopted by Decision No 1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007 to 2013) (4).

As the honourable Member is aware, the Council is currently examining the Commission proposal of April 2005 for the Seventh Framework Programme for 2007-2013 – or FP7 – which will be decided by this Parliament and the Council under the codecision procedure.

I agree with you that this is really the task of the Council, but I would like to refer to the seventh point, which says that there must be a labelling provision as soon as possible in consultation with the European Parliament.
Je suis d'accord avec vous pour dire que ce serait en fait au Conseil de le faire mais je voudrais insister sur le septième point. On y lit qu'on doit au plus tôt parvenir à la mise en place d'un système d'étiquetage, de concert avec le Parlement européen.
