Considers that migrant children are particularly vulnerable, especially when they are unaccompanied; calls on the Commission and the Member States to implement Parliament’s resolution of 12 September 2013 on the situation of unaccompanied minors in the EU; calls on the Member States to fully implement the CEAS package in order to improve the condition of unaccompanied minors in the EU; welcomes the Court of Justice judgment in Case C-648/11, which stated that the Member State responsible for examining an asylum application made in more than one Member State by an unaccompanied minor is the state in which the minor is present after having lodged an application there; recalls that unaccompanied minors are above all children and that child protection, rather than immigration policies, must be the leading principle for Member States and the EU when dealing with them;

57. Considers that no single solution exists for improving the situation of such minorities in all the Member States, but that some common and minimum objectives for public authorities in the EU should be developed, taking account the relevant international legal standards and existing good practices; calls on the Member States to ensure that their legal systems guarantee that persons belonging to a recognised national minority will not be discriminated against, and to adopt adequate measures to promote effective equality, based on the relevant international norms and good practice, inter alia the Council of Europe Framework Convention for the Protection of National Minorities; calls on the Commission to establish a policy standard for the protection of national minorities, including indigenous, traditional ethnic and linguistic minority communities, bearing in mind that they comprise more than 10 % of the total population of the EU, in order to avoid applying double standards that differentiate between candidate countries and Member States; stresses the need for a comprehensive EU protection system for traditional national minorities, regional linguistic groups and constitutional regions accompanied by a functioning monitoring mechanism, following the example of the EU Framework for National Roma Integration Strategies; calls on the Member States to provide comprehensive data on violations of the fundamental rights of minorities, so as to allow the FRA and the EU to ensure data collection and reporting;
57. estime qu'il n'existe pas de solution unique pour améliorer la situation de ces minorités dans tous les États membres mais qu'une série d'objectifs communs minimaux devraient être définis à l'intention des pouvoirs publics de l'Union, en tenant compte des normes internationales applicables et des bonnes pratiques; invite les États membres à s'assurer que leur ordre juridique garantisse qu'aucune discrimination ne puisse être opérée au détriment des personnes appartenant à une minorité nationale reconnue et à adopter des mesures appropriées pour promouvoir une égalité effective fondée sur les normes internationales et les bonnes pratiques pertinentes, entre autres la convention-cadre du Conseil de l'Europe sur la protection des minorités nationales; invite la Commission à établir une norme pour la protection des minorités nationales, y compris les minorités autochtones, traditionnelles, ethniques et linguistiques, compte tenu qu'elles représentent plus de 10 % de l'ensemble de la population européenne, afin d'éviter les inégalités de traitement entre les pays candidats à l'adhésion et les États membres de l'Union; souligne la nécessité de mettre en place un système de protection complet à l'échelle de l'Union européenne pour les minorités nationales traditionnelles, les groupes linguistiques régionaux et les régions constitutionnelles, assorti d'un mécanisme de suivi fonctionnel, à l'exemple du cadre européen pour les stratégies nationales d'intégration des Roms; invite les États membres à communiquer des statistiques précises sur les violations des droits fondamentaux des minorités, qui seront rassemblées et analysées par la FRA et l'Union européenne;

7. Deplores the lack of reliable official statistics on unaccompanied minors; calls on the Member States and the Commission to improve the collection of statistics on unaccompanied minors, including age and gender statistics, to improve the comparability of statistics collection across Member States, to establish a coordinated method for gathering and sharing information in each Member State, while ensuring that personal data is protected, by means of platforms bringing together all parties involved in the issue of unaccompanied minors and of a list of national contact points and to make better use of the tools already available to collect statistics at EU level, such as Eurostat, Frontex, the European Asylum Support Office (EASO) and the European Migration Network; stresses that the purpose of gathering such data is to achieve a better understanding of the situation, to improve the protection of unaccompanied minors and to better respond to their needs; calls on the Commission, the Member States, the European Institute for Gender Equality (EIGE) and international and non‑governmental organisations to make additional efforts, in gathering, monitoring and exchanging accurate data broken down by gender, to have an exhaustive overview of the number of unaccompanied girls and to be able to examine the specific needs of this group with a view to providing them with support and implementing specific measures to address those needs, and to exchange best practices with a view to making improvements;
7. déplore le manque de statistiques officielles fiables concernant les mineurs non accompagnés; demande aux États membres et à la Commission d'améliorer la collecte de statistiques sur ces mineurs, notamment de statistiques sur leur âge et leur sexe, d'améliorer la comparabilité de cette collecte entre les différents États membres, de mettre en place une méthode coordonnée de collecte et d'échange d'informations dans chaque État membre, tout en garantissant la protection des données à caractère personnel, via des plates-formes regroupant tous les acteurs impliqués dans la problématique des mineurs non accompagnés et via une liste des points de contact nationaux, et de mieux utiliser les outils disponibles pour recueillir des statistiques au niveau européen, comme Eurostat, Frontex, le Bureau européen d'appui en matière d'asile (BEAA) et le Réseau européen des migrations; souligne que cette collecte de données a pour but de mieux comprendre la situation des mineurs non accompagnés, d'améliorer leur protection et de mieux répondre à leurs besoins; invite la Commission, les États membres, l'Institut européen pour l'égalité entre les hommes et les femmes, ainsi que les organisations non gouvernementales et internationales à consentir des efforts supplémentaires pour rassembler, analyser et échanger des données exactes ventilées par sexe, afin de connaître le nombre précis de filles non accompagnées et de pouvoir examiner les besoins spécifiques de ce groupe, dans le but de leur assurer un soutien, de mettre en place des mesures concrètes visant à répondre à leurs besoins et d'échanger les meilleures pratiques en vue d'améliorer ces mesures;

Therefore they shall not directly exhort minors to buy or hire a product or service by exploiting their inexperience or credulity, directly encourage them to persuade their parents or others to purchase the goods or services being advertised, exploit the special trust minors place in parents, teachers or other persons, or unreasonably show minors in dangerous situations.

3. Actions shall take account of the specific situation of vulnerable persons such as minors, unaccompanied minors, disabled people, elderly people, pregnant women, single parents with minor children, and persons who have been subjected to torture, rape or other serious forms of psychological, physical or sexual violence.
