It is not clear what sort of permanent and comprehensive body of Europe-wide legislation on non-commercial matters might be able to maintain the balancing act between, on the one hand, the maintenance and improvement of European agriculture's competitive position on world markets and, on the other hand, the protection of insufficiently competitive agriculture at a time when it is being made more multifunctional for the benefit of society.
Les choses ne sont pas claires : quel ensemble permanent et complet, à l'échelle européenne, de dispositions législatives sur des préoccupations non commerciales sera-t-il à même de concilier l'obtention et le maintien d'une position concurrentielle pour l'agriculture européenne sur les marchés mondiaux, d'une part, et la protection de l'agriculture qui n'est pas suffisamment concurrentielle via l'acquisition d'un caractère multinational pour la société, d'autre part.
