We propose the promotion of regional democratic development in establishing local administration in the Nineveh Plains to ensure fair representation and direct authority of the real minorities in managing local council, the police force, and local courts according to article 125 of the Iraqi constitution; and to allow internally displaced ChaldoAssyrian Christians and other persecuted minorities displaced from central and south Iraq and, externally, in Syria and Jordan to resettle in their indigenous lands and escape the violence, circumventing the refugee crisis in neighbouring countries such as Syria and Jordan.

Sheila Copps: Madam Chair, one of the most potentially dangerous aspects of this discussion is the potential on the part of Canada that this is our mea culpa for Iraq, that somehow because as a country we chose to exercise our sovereign decision on Iraq, a decision that I think was widely supported around the world but a decision that was not very popular south of the border, that we are limiting our choices for the future.
