The three Institutions will, on the Commission's initiative and as appropriate, draw up joint conclusions to be signed by the Presidents of the three Institutions.

In addition to the EU's commitment to the ongoing work on all legislative proposals already tabled, the Presidents of the three Institutions set out in the Joint Declaration six specific areas in which proposals should be fast-tracked. The Presidents of the Parliament, Council and Commission commit to streamlining the efforts of their Institutions to ensure swift legislative progress on these priority initiatives and, where possible, delivery before the end of 2017.

Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

Upon the appointment of a new Commission, in order to facilitate longer-term planning, the three Institutions will exchange views on the principal policy objectives and priorities of the three Institutions for the new term as well as, wherever possible, on indicative timing.

Following the adoption of the Commission Work Programme and drawing on it, the three Institutions will exchange views on initiatives for the coming year and agree on a joint declaration on annual interinstitutional programming ("joint declaration"), to be signed by the Presidents of the three Institutions.

Notes the cooperation agreement between the European Economic and Social Committee, the Committee of the Regions and Parliament, which was finally signed on 5 February 2014 and which began with a transfer of important staff from both committees to the new European Parliamentary Research Service (EPRS); is of the opinion that effective interinstitutional cooperation should be improved and believes that pooling expertise and purchasing power in areas where the institutions require assistance of a similar nature should improve delivery and may reduce overall costs; hopes that the development of this agreement between the three institutions will achieve these objectives, be balanced and be of equal benefit to the three institutions; calls on each of these institutions, once this collaboration has been implemented for a year, to conduct an individual assessment of the impact of this agreement from the point of view of human resources, expenditure, synergies, added value and substance;

Notes the Commission's decision to start with a voluntary register and to evaluate the system after one year, but is concerned that a purely voluntary system will allow less responsible lobbyists to avoid compliance; calls on the three institutions to review the rules governing the activities of lobbyists at the latest three years after a common register enters into force, in order to evaluate if the changed system is achieving the necessary transparency on lobbyists' activities; is aware of the legal basis for a mandatory register provided by the Treaty of Lisbon and decides in the meantime to cooperate with the institutions by way of an interinstitutional agreement on the basis of the existing registers; considers that mandatory registration should be a requirement for lobbyists who wish to have regular access to the institutions, as is already de facto the case in Parliament;

We have held a meeting in which the three institutions have agreed to create a high-level interinstitutional group, on three levels: first-level politician (presidents), second-level politician (commissioners, ministers and committee chairmen), and technical (secretaries-general of the three institutions and ambassadors/permanent representatives).
