Welcomes the positive results of the discussions with the World Food Programme (WFP) and the United Nations Children's Fund (UNICEF), as a result of which the WFP and UNICEF changed their rules to make their internal audit reports available to DG ECHO; calls on DG ECHO to conduct similar negotiations with the other UN agencies without delay in order to ensure easy and unbureaucratic access to their internal audit reports; calls on the Commission to inform Parliament’s competent committees on the progress of the negotiations on a six-monthly basis; stresses that all the internal audit reports should be made available to the Commission electronically and not only on the premises of the relevant UN agencies;

The Commission took account of the report provided by the European Securities and Markets Authority (ESMA) in November 2010 on China, Canada, India, and South Korea, which had received a transitional period by Commission Decision 2008/961/EC of 12 December 2008 on the use by third countries’ issuers of securities of certain third country’s national accounting standards and International Financial Reporting Standards to prepare their consolidated financial statements (4) and Commission Regulation (EC) No 1289/2008 of 12 December 2008 amending Commission Regulation (EC) No 809/2004 implementing Directive 2003/71/EC of the European Parliament and of the Council as regards elements related to prospectuses and advertisements (5), as well as the updates on China and India from April 2011.
La Commission a tenu compte des rapports fournis par l’Autorité européenne des marchés financiers (AEMF) en novembre 2010 concernant la Chine, le Canada, l’Inde et la Corée du Sud, auxquels une période transitoire avait été accordée par la décision 2008/961/CE de la Commission du 12 décembre 2008 relative à l’utilisation, par des émetteurs de valeurs mobilières de pays tiers, des normes comptables nationales de certains pays tiers et des normes internationales d’information financière pour établir leurs états financiers consolidés (4) et par le règlement (CE) no 1289/2008 de la Commission du 12 décembre 2008 modifiant le règlement (CE) no 809/2004 de la Commission mettant en œuvre la directive 2003/71/CE du Parlement européen et du Conseil en ce qui concerne certaines informations contenues dans les prospectus et communications à caractère promotionnel (5), ainsi que des rapports actualisés sur la Chine et l’Inde datés d’avril 2011.
