The Union’s energy infrastructure should be upgraded in order to prevent technical failure and to increase its resilience against such failure, natural or man-made disasters, adverse effects of climate change and threats to its security, in particular as regards European critical infrastructures as set out in Council Directive 2008/114/EC of 8 December 2008 on the identification and designation of European critical infrastructures and the assessment of the need to improve their protection (9).

32. Calls on the Commission to propose, by the end of 2012, a comprehensive internet security strategy for the Union, based on clear terminology; takes the view that the internet security strategy should aim at creating a cyberspace (supported by a secure and resilient infrastructure and open standards) which is conducive to innovation and prosperity through the free flow of information, while ensuring robust protection of privacy and other civil liberties; maintains that the strategy should detail the principles, goals, methods, instruments and policies (both internal and external) necessary in order to streamline national and EU efforts, and to establish minimum resilience standards among the Member States to ensure a safe, continuous, robust and resilient service, whether in connection with critical infrastructure or general internet use;

Council Directive 2008/114/EC of 8 December 2008 on the identification and designation of European critical infrastructures and the assessment of the need to improve their protection (9) lays down a process with a view to enhancing the security of designated European critical infrastructures, including certain gas infrastructures, in the Union.
La directive 2008/114/CE du Conseil du 8 décembre 2008 concernant le recensement et la désignation des infrastructures critiques européennes ainsi que l’évaluation de la nécessité d’améliorer leur protection (9) énonce un processus dont le but est de renforcer la sécurité des infrastructures critiques européennes désignées, dont certaines infrastructures gazières, dans l’Union.

However, since the Commission and the Council have agreed on a redefinition of objectives, focusing on a pragmatic 'all-hazard approach' to the Union's critical infrastructure, they must complete their clarification efforts and avoid using an extremely ambitious title to hide what is a much more limited reality. And that reality is that it was only with great difficulty that the governments reached a financial agreement, which actually fell far short of the wishes expressed by Parliament and - what is more serious - of what was needed to pursue the objectives which the European Union had set itself, among which the establishment of an area of freedom, security and justice was high on the agenda.
