Since the first European Community (Coal and Steel: Paris Treaty of 18 April 1951), which brought together six Western European countries, was established, the European integration process has been extended to embrace 27 European States and has seen its scope expand to cover new areas through the establishment of the Economic Community and the Atomic Energy Community/Euratom (Treaties of Rome of 25 March 1957) and, subsequently, the European Union (Maastricht Treaty of 7 February 1992).

Besides the fact that this position is contrary to Article 1(2) of the Treaty on European Union (Maastricht Treaty of 7 February 1992), which lays down the principle of open European decision-making, it also does not provide the openness that our fellow citizens expect from the running of the European institutions.

At the sitting of 20 January 1993, Parliament adopted its position at first reading on these proposals, confirmed on 2 December 1993 following the entry into force of the Treaty on the European Union (Maastricht Treaty) under codecision procedure and again on 27 October 1999 following the entry into force of the Amsterdam Treaty, equally under codecision procedure.
