In this regard, the Commission observes that in the German NIMs, in cases of basic oxygen furnace (BOF) steelmaking processes and where hot metal from the blast furnace is not refined to steel within the same installation, but exported for further processing, no free allocation of emission allowances is provided to the operator of the installation with the blast furnace for the production of the hot metal.
In dit verband merkt de Commissie op dat in de Duitse NUM’s, in gevallen van op de oxystaaloven (OSO) gebaseerde staalproductieprocessen en wanneer vloeibaar ruwijzer uit de hoogoven niet in dezelfde installatie tot staal wordt geraffineerd, maar voor verdere verwerking wordt uitgevoerd, geen kosteloze toewijzing van emissierechten wordt verleend aan de exploitant van de installatie met de hoogoven voor de productie van het vloeibare ruwijzer.

The Commission notes that the installations referred to in point D of Annex I to this Decision receive an allocation on the basis of a process emissions sub-installation for the production of zinc in the blast furnace and related processes.
De Commissie merkt op dat aan de in bijlage I, punt D, bij dit besluit vermelde installaties een toewijzing wordt verleend op basis van een procesemissiessubinstallatie voor de productie van zink in de hoogoven en daarmee verbonden processen.

The Commission therefore objects to the allocation to these installations on the basis of a process emissions sub-installation for the production of zinc in the blast furnace and related processes.
De Commissie maakt dan ook bezwaar tegen de toewijzing aan deze installaties op basis van een procesemissiessubinstallatie voor de productie van zink in de hoogoven en daarmee verbonden processen.

No objections are raised should a Member State amend the preliminary total annual amounts of emission allowances allocated free of charge to installations in its territory included in the lists referred to in paragraph 1 and listed in point D of Annex I to this Decision before determining the final total annual amount for each year from 2013 to 2020 in accordance with Article 10(9) of Decision 2011/278/EU to the extent that the amendment consists of excluding any allocation on the basis of a process emissions sub-installation for the production of zinc in the blast furnace and related processes.
Er worden geen bezwaren gemaakt indien een lidstaat de voorlopige totale jaarlijkse hoeveelheden emissierechten die kosteloos zijn toegewezen aan installaties op zijn grondgebied die in de in lid 1 bedoelde lijsten zijn opgenomen en in bijlage I, punt D, bij dit besluit zijn vermeld, wijzigt alvorens de definitieve totale jaarlijkse hoeveelheid voor elk jaar van 2013 tot en met 2020 te bepalen overeenkomstig artikel 10, lid 9, van Besluit 2011/278/EU in zoverre de wijziging erin bestaat elke toewijzing op basis van een procesemissiessubinstallatie voor de productie van zink in de hoogoven en daarmee verbonden processen uit te sluiten.

Welcomes the Agency’s initiative of automatically providing to the discharge authority the Internal Audit Service (IAS)'s Annual Internal Audit Report on the Agency; considers this to be an indication of transparency and an example of best practice to be followed by all other Agencies; considers that the IAS's audit reports often help further developed processes and measures mitigating/controlling the Agency's risks;
9. is verheugd over het initiatief van het Agentschap om de kwijtingsautoriteit het jaarlijkse verslag over de interne controle van de dienst Interne Audit (IAS) automatisch te verstrekken; ziet dit als een bewijs van transparantie en een goede praktijk die zou moeten worden nagevolgd door alle overige agentschappen; gaat ervan uit dat controleverslagen van de IAS vaak van belang zijn voor de verdere ontwikkeling van processen en maatregelen die de risico’s van een agentschap kunnen verminderen/tegengaan;

The operations are restricted to processes for the recovery of iron and iron alloys (blast furnace, shaft furnace and hearth furnace) and non-ferrous metals (Waelz rotary kiln process, bath melting processes using vertical or horizontal furnaces), provided the facilities meet as minimum requirements the emission limit values for PCDDs and PCDFs laid down in Directive 2000/76/EC of the European Parliament and of the Council of 4 December 2000 on the incineration of waste (1), whether or not the processes are subject to that Directive, and without prejudice to the other provisions of Directive 2000/76/EC where it applies and to the provisions of Directive 96/61/EC.

37. Takes the view that Community and national controls are essential with regard to protected designations of origin and protected geographical indications, and advocates severe penalties to deter unauthorised use of those instruments, in such a way that Member States are required to automatically apply these in the event of counterfeiting or imitation of protected designations; suggests bringing forward a specific clause in Article 13 of Council Regulation (EC) No 510/2006 of 20 March 2006 on the protection of geographical indications and designations of origin for agricultural products and foodstuffs in that respect; favours simplifying the procedures for obtaining PDOs, as well as stringent controls by Member State authorities when certifying that all stages of the production process have taken placed in the geographical area concerned;
37. acht communautaire en nationale controle op het gebruik van BOB's en BGA's onontbeerlijk, en is van oordeel dat daarbij moet worden voorzien in drastische sancties die het ongeoorloofde gebruik van deze instrumenten ontmoedigen, zodat de lidstaten verplicht zijn ambtshalve te handelen in het geval van namaak of van nabootsing van beschermde aanduidingen; stelt voor een specifieke bepaling in deze zin op te nemen in artikel 13 van Verordening (EG) nr. 510/2006 van de Raad van 20 maart 2006 inzake de bescherming van geografische aanduidingen en oorsprongsbenamingen van landbouwproducten en levensmiddelen; is er voorstander van dat het verkrijgen van een BOB eenvoudiger wordt gemaakt en dat wordt voorzien in strenge controles door de instanties van de lidstaten, teneinde de tenuitvoerlegging van alle fasen van het productieproces in het geografische gebied in kwestie te certificeren;

Incineration plants shall be designed, equipped, constructed and operated in such a way that the temperature of the incineration gases after the last blast air injection rises in a controlled and homogeneous manner, even under the most unfavourable circumstances, to 850ºC as measured in the immediate vicinity of the furnace's inner wall or another representative point in the furnace approved by the competent authority, and is kept at that level for two seconds.
De verbrandingsinstallaties moeten zodanig zijn ontworpen, uitgerust, gebouwd en worden geëxploiteerd dat de temperatuur van de verbrandingsgassen, zelfs onder de meest ongunstige bedrijfsomstandigheden, na de laatste toevoer van verbrandingslucht op beheerste en homogene wijze wordt verhoogd tot een temperatuur van 850ºC, gemeten gedurende twee seconden dichtbij de binnenwand van de verbrandingskamer, of op een ander door de bevoegde autoriteiten toegestaan representatief punt van de verbrandingskamer.
