Commission Vice-President Frattini and the Spanish Minister of Justice, Mr López Agular, raised the question of the situation of Ceuta and Melilla, where large groups of third-country nationals, coming from Morocco, had made several attempts to enter illegally the two Spanish autonomous cities.

4. (15) Action for areas with a natural handicap, i.e. certain islands, mountainous areas, areas with a low density of population, and the autonomous cities of Ceuta and Melilla should be strengthened to cope with their particular development difficulties, as well as for certain border areas of the Community following its enlargement.
