The EU has put in place legislation which enables the chemicals industry (also the broader manufacturing industry which uses chemicals) to develop and innovate, while at the same time ensuring its products are safe for people and the environment.

Releases are reported when the level of emissions exceeds a certain threshold and originates from one of the 65 activities listed in Annex I. The majority of these activities are also regulated under the Directive on industrial emissions and comprises, in particular, the establishments covered by the following sectors: energy production, mineral industry, chemical industry, waste and wastewater management, and paper and wood production and processing.

The European chemical industry is the best in the world. The preservation of a competitive European chemicals sector remains an honourable objective, even though we need to remind the industrial lobbies that cleaner production procedures and non-problematic products would constitute a real competitive advantage on the global market.
De Europese chemische industrie is de grootste ter wereld, Het behoud van een concurrerende chemische sector in Europa blijft een eervol streven, ook al moeten de industriële lobbygroeperingen niet uit het oog verliezen dat schonere fabricagemethoden en probleemloze producten een wezenlijk concurrentievoordeel zouden opleveren op de wereldmarkt.

Z. overwegende dat het concurrentievermogen van de chemische en daarmee verband houdende industrie een gerechtvaardigd politiek doel op zich is en zijn legitimiteit ontleent aan zijn potentieel om de kwaliteit van het bestaan van de huidige en toekomstige generaties te vergroten, maar uitsluitend indien dit potentieel werkelijk wordt verwezenlijkt; overwegende dat de ontwikkeling van veiliger producten op in milieuopzicht gevoelige wijze, meer doorzichtigheid en voorlichting van de consument en de bevordering van duurzame ontwikkeling gunstige afzetvoordelen zijn die de mededingingskracht van de Europese chemische industrie kunnen versterken,

It has been decided to grant production refunds on the products listed in Article 1(1)(a) and (f) and on the syrups listed in Article 1(1)(d), and on chemically pure fructose (levulose) falling within CN Code 1702 50 00 as an intermediate product, where these fall within one of the situations referred to in Article 23(2) of the Treaty and are used to manufacture certain products of the chemical industry.
3. Er wordt besloten restituties bij de productie te verlenen voor de in artikel 1, lid 1, onder a) en f) genoemde producten, voor de in artikel 1, lid 1, onder d), genoemde stropen en voor chemisch zuivere fructose (levulose) van GN-code 1702 50 00 als tussenproduct, die zich in een van de in artikel 23, lid 2, van het Verdrag bedoelde situaties bevinden, indien deze producten worden gebruikt bij de vervaardiging van bepaalde producten van de chemische industrie.
