Although the text of the partnership is much wider covering a large variety of aspects like political dialogue, social and economic cooperation, cultural exchange, cooperation in the field of education and training, consumer protection, health, data protection, scientific and technological cooperation, environmental and biodiversity cooperation, participation of civil society in cooperation, cooperation in the field of gender, cooperation on indigenous peoples and other Central American ethnic groups etc., the LIBE committee is supposed to look only into issues covered by the Article 49, paragraph 3 of the PDCA, notably the reciprocal readmission of illegal migrants.

2. In addition to taking systematic account of the situation of indigenous peoples and other Central American ethnic groups at all levels of development cooperation, the Parties shall integrate their particular situation in the development of policies and strengthen the capacity of their organizations in order to increase the positive effects of development cooperation on these groups, in accordance with national and international obligations of the Parties.

1. The Parties agree that cooperation in this field shall contribute to promote the establishment of organizations for indigenous peoples and other Central American ethnic groups as well as strengthening the existing ones, in the context of promoting the goals of poverty eradication, sustainable management of natural resources, respect for human rights, democracy and cultural diversity.

The Parties agree that cooperation shall take account of cross-cutting aspects relating to economic and social development, including issues such as gender, respect for indigenous peoples and other Central American ethnic groups, natural disaster prevention and response, environmental conservation and protection, biodiversity, cultural diversity, research and technological development.

To this end, access by young people, women, senior citizens, indigenous peoples and other Central American ethnic groups, to education, including technical courses, higher education and vocational training, shall receive special attention, as shall achieving the Millennium Development Goals in this context.

Finally, Mr President – and I shall end here – I would like to know when the guidelines for the negotiation of the association agreements with the Andean and Central American Communities are expected to be available, and whether the Council is going to invite Parliament to the next ministerial summit of the Rio Group, as it has done on other occasions, because no invitation has arrived yet.

Joint support for the various subregional integration systems such as MERCOSUR, CAN, or SICA (the Central American Integration System) enables the partners to safeguard their interests, engage in dialogue, and exert mutual influence; it strengthens the multilateral approach advocated by Europeans and Latin Americans alike; and, above all, it shifts the focus of attention away from the question whether the membership of the different blocs might be enlarged or changed, or whether new initiatives might emerge to promote integration (these would have greater prospects of taking root if they were founded on practical achievements of the kind that could be brought about by intensive relations between the Union and the established regional groupings).
De gezamenlijke uitdaging die in het kader van de verschillende subregionale integratieschema's is aangegaan, zoals de Mercosur, de CAN of de SICA, staat garant voor een niveau van verdediging van de eigen belangen en onderlinge gesprekken en invloed. Recalls the importance of taking into account the development of the negotiations within AFTA (American Free Trade Area) and of the agreements between the European Union and the regional groupings in Latin America (Mercosur, the Andean Community and the Central American Community), Chile, Mexico and Canada;
