The education system will have to meet a significant challenge: it needs both to raise the level of initial training and to offer more flexible pathways, in which, for example, young people would be more likely to alternate education at college, work and work-linked training, in order to meet the needs of the economy.

Highlights the importance of investing in projects for youth and future leaders, by making full use of the scholarship opportunities under the 'Erasmus +' programme to foster student and teacher exchanges between EaP countries and the EU Member States, by continuing financial support for the European Humanities University in exile, and establishing an Eastern Partnership University and the Black Sea European College, which would provide opportunities for the development of educational programmes on different levels, aiming at the formation of future leaders from EaP countries and the EU Member States, as well as further promoting academic and educational projects which have already proven their value in this field, such as the College of Europe;

Reiterates its full support for European structures and projects in the area of education and training and stresses, in particular, the contribution of the European Security and Defence College (ESDC) to the promotion of a common security culture, as well as its potential in identifying and developing cost-saving collaborative projects between national institutions; welcomes the decision of the Council of 12 April 2013 to strengthen the College by providing it with legal capacity and with funding from the Union budget; considers that this could constitute a model for EU budget support to other CSDP structures such as the EDA and the EU Satellite Centre; encourages further development of the European initiative for the exchange of young officers, inspired by Erasmus, as well as the participation of European military officers’ education and training institutes in the Erasmus programme;

Acknowledges that Commission Decision C(2011)4680 granted consent to the College's request to modify its Financial Regulation by introducing an Article (Article 74c) which includes a derogation from Regulation (EC, Euratom) No 2343/2002 concerning the exclusion for tender for the selection of educational experts in order to use experts from national police training colleges;

The two levels correspond to regulated courses of study of a total duration of at least 15 years which require the successful completion of eight years of elementary education followed by four years of intermediate preparatory vocational education (VMBO), and which require at least three years' level 3 or 4 training at a college for intermediate vocational training (MBO), culminating in an examination (The average duration of vocational training may be reduced from three to two years where the student has a qualification required to enter university (14 years of prior training) or to enter higher vocational education (13 years of prior training)).

(7) The College of Europe, providing postgraduate courses in law, economics, politics, social sciences and humanities with a European dimension, the European University Institute, contributing to the development of European cultural and scientific heritage by means of higher education and research, the European Institute of Public Administration, training national and European civil servants in the field of European integration, the Academy of European Law in Trier, providing university-level training of European law professionals and users, the European Inter-University Centre for Human Rights and Democratisation, providing a European Masters degree and Advanced Internships and other education, training and research services in promotion of human rights and democratisation, the European Agency for Development in Special Needs Education, working to improve the quality of education for pupils with special needs and to foster sustainable European cooperation in this field, and the International Centre for European Training, providing teaching, training and research on issues of Europeanisation, globalisation, federalism, regionalism and the transformation of contemporary social structures, constitute bodies pursuing aims of general European interest.
