This Directive is based on international experience drawn upon through an extensive consultation, the Council of Europe’s Guide to safety and quality assurance for organs, tissues and cells, the European Convention on Human Rights, the Council of Europe’s Convention for the Protection of Human Rights and Dignity of the Human Being with regard to the Application of Biology and Medicine: Convention on Human Rights and Biomedicine (Oviedo, 4.IV.1997), with its additional protocols, and recommendations from the World Health Organisation.

Nonetheless, I declare myself in favour of setting up a working party to look into the matter more thoroughly, making use of the information supplied by the Council of Europe. According to the European Convention on Human Rights, the Council of Europe is the only institution charged with investigating possible human rights violations in the Member States. I would not want this whole attitude – this aversion to a country that is Europe’s friend – to be just the product of a perverse feeling, which is noticeable in the speeches of certain Members of this Parliament, although certainly not in my political group.
Maar ik ben er wel voor dat er een werkgroep wordt opgericht die deze zaak uitzoekt en daarbij gebruik maakt van de informatie van de Raad van Europa, die volgens het Europese Verdrag tot bescherming van de rechten van de mens de enige instelling is die eventuele schendingen van de mensenrechten in de lidstaten moet opsporen. Ik wil voorkomen dat dit gedrag, deze aversie tegen een land dat bevriend is met Europa, voortvloeit uit een pervers gedachtegoed, zoals op te maken valt uit de toespraken van sommige leden die zeker niet tot mijn fractie behoren.

The Commission will continue to engage in a constructive dialogue with the Office of the High Commissioner for Human Rights, the Council of Europe and other actors involved in the follow-up process.

Established in 1999 as an independent institution within the Council of Europe, [14] the Commissioner for Human Rights is a non-judicial body responsible for promoting respect for and education in human rights, as derived from the Council of Europe's instruments.
