1. In het in artikel 17, lid 1, onder a) iii), en, in voorkomend geval, onder b), van deze richtlijn bedoelde geval wordt een bericht opgesteld (hierna het „bericht van uitvoer” genoemd), door de bevoegde autoriteiten van de lidstaat van uitvoer op basis van de aftekening door het douanekantoor van uitgang als bedoeld in artikel 793, lid 2, van Verordening (EEG) nr. 2454/93 van de Commissie (13) of van het kantoor waar de in artikel 3, lid 2, van deze richtlijn bedoelde formaliteiten zijn vervuld, ter bevestiging dat de accijnsgoederen het grondgebied van de Gemeenschap hebben verlaten.
