C. whereas Spain submitted application EGF/2014/003 ES/Aragon food and beverage for a financial contribution from the EGF, following 904 redundancies in 661 enterprises operating in the NACE Rev. 2 Division 56 (Food and beverage service activities) in the NUTS level 2 region of Aragón (ES24) with 280 workers targeted for EGF co-funded measures, during the reference period from 1 March 2013 to 1 December 2013;

Notes that the region of Aragón has been hard hit in the past by mass dismissals and welcomes the fact that the region has decided to use the EGF support to address those redundancies; Spain has submitted two EGF applications for the Aragón region before: EGF/2008/004 ES Castilla y León Aragón (1 082 redundancies in the automotive industry of which 594 occurred in Aragón) and EGF/2010/016 ES Aragón retail (1 154 redundancies in the retail sector) ; welcomes the fact that the region is building on the experience with the EGF and quickly assists workers in several sectors; firmly believes that the anticipated EGF assistance can further contribute to preventing the risk of depopulation in the region of Aragón (currently comprising between 3 and 54 inhabitants per km²) by effectively encouraging the population to remain in this territory;

Furthermore, following other mass redundancies in the Aragón region, Spain submitted applications EGF/2008/004 ES Castilla y León Aragón (1 082 redundancies in the automotive industry of which 594 occurred in Aragón) and EGF/2010/016 ES Aragón retail (1 154 redundancies in the retail sector) for financial contributions from the EGF.

Notes that the employment situation in the region is difficult as the unemployment rates doubled in the period 2008-2011 and that the region is suffering from depopulation; welcomes the fact that EGF is seen as an efficient tool to support local labour markets and that the region already applied for the EGF support (EGF/2008/004 ES Castilla y León Aragón automotive and EGF/2010/016 ES Aragón retail);

During the period concerned certain autonomous regions (Aragon, Castile-Leon, Extremadura, Murcia, Navarre) promulgated regional implementing decrees setting out, amongst other things, regional lists of threatened species and regional plans for their conservation and restoration.
