6. Calls for the implementation of UN Security Council resolutions 2139 (2014), 2165 (2014) and 2191 (2014) throughout the territory of Syria; urges all parties involved in the conflict to allow UNRWA, ICRC and other international aid organisations unhindered access to the Yarmouk refugee camp, to enable immediate and unconditional humanitarian access, to evacuate wounded civilians and provide safe passage for all civilians wishing to leave the camp; calls for the establishment of humanitarian corridors that are controlled neither by the Syrian regime nor by IS/Da’esh and Jabhat al-Nusra, in light of their gross and continuous violations of international humanitarian law;

L. whereas Palestinian refugees remain a particularly vulnerable group in the crisis in Syria; whereas almost all of the 540 000 Palestinian refugees in Syria are in need of emergency assistance, while more than half of them have been displaced again within the country; whereas Palestinian refugees, who have no Syrian citizenship, do not have the same rights as Syrian refugees and are, in the vast majority of cases, unable to leave the country; whereas the situation of the 18 000 Palestinian refugees trapped in extremely difficult conditions in the Yarmouk refugee camp, which has been under siege since July 2013, is particularly alarming; whereas UNRWA and other international aid organisations have been denied access to deliver essential supplies to civilians in Yarmouk for months; whereas this collective punishment of the population is having a devastating effect, with mass suffering; whereas, according to the Syrian Observatory for Human Rights, more than 50 people have died in the camp since September 2013 from hunger or lack of medical care; whereas the limited number of food parcels that were allowed into the camp by the Syrian authorities, in the run-up to the Geneva II Conference, were far from enough to meet people’s needs; whereas, in her statement of 17 January 2014, UN High Commissioner for Human Rights Navi Pillay said, in this context, that ‘impeding humanitarian assistance to civilians in desperate need may amount to a war crime’;

The Commission is holding its ground exceptionally well on humanitarian issues, as do, by the way, the Egyptian and Tunisian authorities and the local population, as well as the international refugee organisations.

We need also continually to work on the situation in all the EU Member States. In international work we have the International Labour Organisation’s conventions, which constitute a good basis for working on.

32. In this context, a more structured contribution by UNHCR to the activities and operations implemented under the coordination of FRONTEX should be explored in order to help ensure that protection obligations flowing from the EU acquis and international refugee and human rights law constitute a key element of all border management strategies and measures undertaken in this context.
32. In dit verband moet de mogelijkheid worden onderzocht van een meer gestructureerde bijdrage van UNHCR aan de activiteiten en operaties die door Frontex worden gecoördineerd . Zo kan worden verzekerd dat de beschermingsverplichtingen die voortvloeien uit het EU-acquis en het internationale recht inzake vluchtelingen en mensenrechten, centraal staan bij alle strategieën voor grensbeheer en de maatregelen die in dezen worden getroffen.

1.4. On that basis, and despite the fears voiced in some quarters, endowing the Union with a Constitution in no way signifies that a first step has been taken towards the creation of a centralised ‘superstate’ which would inevitably sound the death knell for national States and irrevocably change the nature of the European Union (there are many examples of international organisations whose constituent act is rightly termed a constitution, including the International Labour Organisation (ILO), the World Health Organisation (WHO), or, one which is less frequently cited, the Universal Postal Union (UPU).
1.4. The International Olive Council shall make whatever arrangements are appropriate for consultation or cooperation with the United Nations and its organs, in particular the United Nations Conference on Trade and Development (Unctad), the United Nations Development Programme (UNDP), the World Health Organisation (WHO), the Food and Agriculture Organisation of the United Nations (FAO), the Joint FAO/WHO Programme of the Codex Alimentarius Commission, the International Labour Organisation (ILO), the United Nations Educational, Scientific and Cultural Organisation (Unesco) and other specialised agencies of the United Nations and with such intergovernmental, governmental and non-governmental organisations as may be appropriate for the olive sector and as may strive to provide funds to support the activities of the International Olive Council for the benefit of all the Members.

De Internationale Olijfolieraad treft de nodige regelingen voor overleg of samenwerking met de Verenigde Naties (VN) en de VN-organen, met name de Conferentie van de Verenigde Naties inzake handel en ontwikkeling (Unctad), het Ontwikkelingsprogramma van de Verenigde Naties (UNDP), de Wereldgezondheidsorganisatie (WHO), de Voedsel- en landbouworganisatie (FAO), het gemeenschappelijke FAO/WHO-programma van de Codex Alimentarius-commissie, de Internationale Arbeidsorganisatie (ILO), de Organisatie van de Verenigde Naties voor onderwijs, wetenschap en cultuur (Unesco) en andere gespecialiseerde organen van de Verenigde Naties, alsmede met intergouvernementele, gouvernementele en niet-gouvernementele organisaties die de olijfsector van dienst kunnen zijn en middelen ter beschikking kunnen stellen ter ondersteuning van door de Internationale Olijfolieraad georganiseerde acties die alle leden van de Internationale Olijfolieraad ten goede komen.

10. Nothing in this Code shall be interpreted or applied in a manner inconsistent with the proper respect of fundamental rights and freedoms as set out in international instruments, particularly those relating to maritime workers and refugees, including the International Labour Organisation Declaration of Fundamental Principles and Rights at Work as well as international standards concerning maritime and port workers.
10. Niets in deze Code mag worden geïnterpreteerd of toegepast op een wijze die niet strookt met een passend respect voor de fundamentele rechten en vrijheden als uiteengezet in internationale instrumenten, met name die instrumenten die betrekking hebben op maritiem personeel en vluchtelingen, met inbegrip van de Verklaring van de fundamentele beginselen en rechten op het werk van de Internationale Arbeidsorganisatie en internationale normen met betrekking tot maritiem en havenpersoneel.

This Directive is without prejudice to the protection granted to refugees, to beneficiaries of subsidiary protection and persons seeking international protection under international refugee law and without prejudice to other human rights instruments.
