This special report (SR 18/2013) - entitled “The reliability of the results of the Member States’ checks of the agricultural expenditure” – assessed the reliability of the Member States’ statistical reports containing the results of their administrative and on-the-spot checks as well as the statistical validity of the Commission’s residual error rate based on these reports.
In dit speciaal verslag (SV nr. 18/2013), getiteld “De betrouwbaarheid van de resultaten van de verificaties van de landbouwuitgaven door de lidstaten", werd de betrouwbaarheid beoordeeld van de statistische verslagen van de lidstaten met de resultaten van hun administratieve controles en controles ter plaatse, alsmede de statistische betrouwbaarheid van het op die verslagen gebaseerde restfoutenpercentage van de Commissie.

Article 63(7) of Council Regulation (EC) No 1493/1999 of 17 May 1999 on the common organisation of the market in wine (2), limits the grant of export refunds for wine-sector products to the volumes and expenditure contained in the Agreement on Agriculture concluded during the Uruguay Round multilateral trade negotiations.
In artikel 63, lid 7, van Verordening (EG) nr. 1493/1999 van de Raad van 17 mei 1999 houdende een gemeenschappelijke ordening van de wijnmarkt (2) is bepaald dat de uitvoerrestituties voor producten van de wijnsector worden toegekend voor maximaal de hoeveelheden en bedragen die bepaald zijn in de in het kader van de multilaterale handelsbesprekingen van de Uruguayronde gesloten Overeenkomst inzake de landbouw.

Fourthly, the claims contained in the report, which state that expenditure on the common agricultural policy is ineffective, are a cause of grave concern.

In 1999 all objective 5a expenditure (outside objectives 1 and 6) could be contained under the agricultural guideline, a total of ECU 1.031 million in commitment appropriations.
