On 29 March 2011, pursuant to Article 96 of the ACP-EU Partnership Agreement, consultations started with Guinea-Bissau in the presence of representatives of the African, Caribbean and Pacific Group of States, including the African Union, Economic Community of West African States (Ecowas) and the Community of Portuguese Language Countries (CPLP) during which representatives of the Guinea-Bissau government presented satisfactory proposals and undertakings.

Under the EPAs ACP countries have been asked to liberalize their markets and enter new reciprocal regional trading systems with the EU. For the purposes of the negotiations and the new trading system, Africa has been divided into four regional groups – based on, but not totally respecting, the existing regional organisations of the Economic Community of West African States (ECOWAS), the Central African Economic and Monetary Community (CEMAC), the Southern African Development Community (SADC), and Eastern and Southern Africa (ESA) – whilst the Caribbean and Pacific represent one regional group each.

Member States and the Commission shall seek to achieve improved coordination of bilateral action in support of the AU and African subregional organisations, in particular the Economic Community of West African States, the South African Development Community and the Intergovernmental Authority on Development, the Economic Community of Central African States and the Economic and Monetary Community of Central Africa, regarding African peace support operations capabilities.
4.
