– having regard to the final report of European Union Election Expert Mission to Kosovo of 25 January 2011,

Ambassador Gabriele MEUCCI is hereby appointed as Head of Mission of the European Union Rule of Law Mission in Kosovo (EULEX KOSOVO) for the period from 15 October 2014 to 14 June 2015.

Pursuant to Article 12(2) of Joint Action 2008/124/CFSP, the Political and Security Committee (PSC) is authorised, in accordance with Article 38 of the Treaty, to take the relevant decisions for the purpose of exercising political control and strategic direction of the European Union Rule of Law Mission in Kosovo (EULEX KOSOVO), including the decision to appoint a Head of Mission.
In artikel 12, lid 2, van Gemeenschappelijk Optreden 2008/124/GBVB is bepaald dat het Politiek en Veiligheidscomité (PVC) gemachtigd is om overeenkomstig artikel 38 van het Verdrag de relevante besluiten te nemen met het oog op het politieke toezicht op en de strategische aansturing van de rechtsstaatmissie van de Europese Unie in Kosovo (EULEX KOSOVO), met inbegrip van een besluit tot benoeming van het hoofd van de missie.

The mandate of Mr Xavier BOUT DE MARNHAC as Head of Mission of the European Union Rule of Law Mission in Kosovo, EULEX KOSOVO is hereby extended until 31 January 2013.
Het mandaat van de heer Xavier BOUT DE MARNHAC als missiehoofd van de rechtsstaatmissie van de Europese Unie in Kosovo, EULEX KOSOVO wordt verlengd tot en met 31 januari 2013.

29. Takes the view that the European Union Rule of Law (EULEX) mission in Kosovo must safeguard the interests of national minorities as provided for by the Ahtisaari plan in order to preserve the multi-ethnic character of the territory, build confidence among ethnic communities, protect the cultural, religious and historical heritage, consolidate the rule of law and promote economic development; points out that the local ownership of these efforts will ensure a successful transition and sustainable social, political and economic development of Kosovo; voices its concern about the stalemate in negotiations on the transfer of responsibilities from the United Nations Interim Administration Mission in Kosovo (UNMIK) to EULEX; calls on the Member States to take concerted action in the UN with a view to securing recognition of the EULEX mission as part of the international civilian presence in Kosovo under UN Security Council Resolution 1244 (1999);
29. is van mening dat de rechtsstaatsmissie van de Europese Unie in Kosovo (EULEX) de belangen van nationale minderheden overeenkomstig het Ahtisaari plan moet beschermen teneinde het multi-etnische karakter van het gebied te behouden, vertrouwen moet opbouwen tussen de etnische gemeenschappen, het culturele, religieuze en historische erfgoed moet beschermen, de rechtsstaat consolideren en de economische ontwikkeling stimuleren; wijst erop dat eigen verantwoordelijkheid van Kosovo voor deze inspanningen zal zorgen voor een geslaagde overgang en een duurzame sociale, politieke en economische ontwikkeling in Kosovo; uit zijn bezorgdheid over de patstelling in de onderhandelingen over de overdracht van de taken van de United Nations Interim Administration Mission in Kosovo (UNMIK) naar EULEX; roept de lidstaten op gezamenlijke actie te ondernemen om de erkenning van de EULEX-missie te waarborgen als onderdeel van de internationale burgerlijke aanwezigheid krachtens Resolutie 1244 van de Veiligheidsraad van de VN (1999);
