In line with the European Parliament legislative resolution of 24 September 2008, your Rapporteur recalls that when drafting the negotiating mandate for the revision of the International Tropical Timber Agreement, 2006, the Commission should propose that the current text be revised, placing the protection and sustainable management of tropical forests and the restoration of forest areas that have been degraded at the heart of the agreement, stressing the importance of education and information policy in the countries affected by the problem of deforestation in order to enhance public awareness of the negative consequences of exploiting timber resources in an abusive manner.
Overeenkomstig de wetgevingsresolutie van het Europees Parlement van 24 september 2008 herinnert uw rapporteur eraan dat de Commissie bij het opstellen van het onderhandelingsmandaat voor de herziening van de Internationale Overeenkomst inzake tropisch hout van 2006 een herziening moet voorstellen van de huidige tekst waardoor de bescherming en het duurzame beheer van de tropische wouden en het herstel van in kwaliteit achteruitgegane bosgebieden de kern van de overeenkomst gaan vormen en waarmee het belang wordt onderstreept van educatief en voorlichtingsbeleid in de landen die onder het probleem van de ontbossing lijden om het publiek te doordringen van de nadelige gevolgen van de verkeerde exploitatie van de houtreserves.

First of all, I would just like to remind everyone that the 2006 agreement aims to promote the expansion of international trade in tropical timber from forests that are sustainably managed and exploited legally and to encourage sustainable management of timber-producing tropical forests.
Om te beginnen wil ik iedereen eraan herinneren dat de overeenkomst uit 2006 is gericht op de uitbreiding van de internationale handel in tropisch hout dat legaal wordt gekapt in bossen die duurzaam worden beheerd en op het bevorderen van het duurzaam beheer van bossen die tropisch hout produceren.

(7 ter) Bij het opstellen van het onderhandelingsmandaat voor de herziening van de Internationale Overeenkomst inzake tropisch hout 2006 stelt de Commissie een herziening van de huidige tekst voor waarbij de bescherming en een duurzaam beheer van de tropische regenwouden en het herstel van in kwaliteit achteruitgegane bosgebieden in het middelpunt van de overeenkomst worden geplaatst en waarbij het belang wordt onderstreept van het opleidings- en informatiebeleid in de landen die onder het ontbossingsvraagstuk lijden om het publiek te doordringen van de nadelige consequenties van het misbruik van de aanwezige houtreserves.

It is therefore essential to back the national policies of the producer countries for the sustainable use and exploitation of tropical forests, and to strengthen their ability to implement forest legislation and effectively combat illegal felling.
Daarom is het noodzakelijk de producerende landen ertoe aan te zetten nationaal beleid te ontwikkelen voor een duurzaam gebruik en een duurzame exploitatie van de tropische bossen.

Particular consideration, however, will be given to operations that promote the following: (a) conservation of primary tropical forests and their biodiversity and renewal of tropical forests which have been damaged, supported by analysis of the underlying causes of deforestation and taking into account differences between countries and regions and measures to address them; (b) sustainable management of forests designated for the production of timber and other products, but excluding commercial logging operations in primary tropical forests, except those which are community-based, on a small scale, sustainable, environmentally sound and implementing sustainable forest management; (c) the definition and development of certification systems, combined with independent assessment systems, for timber produced from tropical forests according to sustainable forest management principles as part of internationally harmonized certification systems envisaged for all kinds of timber and timber products; (d) provision of prior information to forest peoples, followed by their support for the identification, planning and implementation of actions; (e) capacity-building to address the needs for training schemes for local populations, forest managers and researchers, for legislation, for increased political and social support and institutional strengthening and for organizations and associations active in forest conservation; (f) a strategic and adapted research policy aimed at supplying the knowledge required for the conservation and sustainable management of forests and also for the implementation of research monitoring activities in the framework of projects and programmes; (g) development of buffer zones to assist the conservation or regeneration of tropical forests, as part of a broader land utilization plan; (h) development and implementation of forest management plans aimed at conserving tropical forests and promoting sustainable exploitation of timber and other forest ...
Bijzondere aandacht gaat echter uit naar maatregelen ter bevordering van het volgende : a) het behoud van primaire tropische bossen en hun biodiversiteit, alsmede de vernieuwing van beschadigde tropische bossen, aan de hand van een analyse van de onderliggende oorzaken van het ontbossingsproces, waarbij rekening wordt gehouden met de verschillen tussen landen en regio's en de te dien aanzien te nemen maatregelen ; b) een duurzaam beheer van de bossen die voor de produktie van timmerhout en andere produkten zijn aangewezen, met uitzondering evenwel van commerciële bosbouw in primaire tropische wouden, behalve op de gemeenschap gebaseerde, kleinschalige, duurzame en milieuvriendelijke bosbouw waarbij aan duurzaam bosbeheer wordt gedaan ; c) het uitwerken en ontwikkelen van certificeringssystemen in combinatie met onafhankelijke beoordelingssystemen voor hout dat in tropische bossen is geproduceerd op basis van de beginselen van een duurzaam bosbeheer ; deze systemen vormen een integrerend onderdeel van geplande, internationaal geharmoniseerde certificeringssystemen voor alle soorten hout en houtprodukten ; d) voorafgaande informatie aan, en vervolgens instemming van de bosbewoners bij de keuze, planning en tenuitvoerlegging van maatregelen ; e) het opzetten van voorzieningen om te voldoen aan de behoefte aan opleidingsprogramma's voor de plaatselijke bevolking, bosbeheerders en onderzoekers, en om te zorgen voor de nodige wetgeving, voor meer politieke en sociale steun en voor institutionele versterking van de organisaties en verenigingen die actief zijn op het gebied van bosbehoud ; f) een beleid van strategisch onderzoek en aanpassing om de nodige kennis te verschaffen voor het behoud en het duurzaam beheer van bossen, alsmede voor het opzetten van onderzoeksacties die projecten en programma's begeleiden ; g) de aanleg van bufferzones ter ondersteuning van het behoud of de vernieuwing van tropische bossen, als onderdeel van een ruimer grondgebruiksplan ; h) ...
