Like all other parts of the world, Europe is facing three major issues: (1) the depletion of the earth’s natural resources, including climate change and biodiversity loss; (2) social inequalities, including youth unemployment, people left behind in regions with declining industries; and (3) public loss of trust in government, the political establishment, and the EU and its governance structures, as well as other institutions.

At the same time with the preparation for external accreditation of central and regional structures of SAPARD Agency and technical delegated Services, during 2002, in compliance with Law no. 316/2001 for ratification of Multi-annual Financing Agreement, the following specific actions were undertaken:

- subsidiarity: in this connection, the EU should confine itself to exercising a clearly-defined competence to enact framework legislation, particularly in the area of European regional policy; settling matters of detail and decisions on the use of European funds for individual projects must be left to the regional policy authorities at the appropriate level in each Member State, which would in future be more consistent with subsidiarity; actually defining the key elements of regional policy from the bottom up would also be in the spirit of the 1999 Structural Funds reform;

The 3rd European Conference on gender mainstreaming in the Structural Funds in June 2002 in Santander/Spain [3], national or regional events such as the "Gender Mainstreaming in UK Ireland Structural Funds Conference" held in May 2002 in Wales, the Conference on Gender Equality, Employment and the Structural Funds in Greece end of February 2002, and a workshop with an external expert and Structural Funds desk officers in the Commission, show that despite the wide variety of themes, most of the key issues which emerged were the same.

Considers that the proposed eligibility criteria are unlikely to reflect the structural weaknesses of regional economies; believes that there should be adopted a menu of supplementary indicators (such as wealth disparities within regions, low GDP, decline in working age population), geographical handicaps (such as peripheral, island, mountain or external border regions status) and environmental situation allowing in the Member States the identification of underlying economic trends, recognising that the unemployment criterion is in any case fundamental;
7. is van oordeel dat de voorgestelde criteria voor subsidiabiliteit nauwelijks de structurele tekortkomingen van de economie van de regio's weerspiegelen; meent dat er een lijst moet worden vastgesteld van aanvullende indicatoren (zoals welvaartverschillen binnen regio's, een laag BBP, teruggang van de actieve bevolking), geografische handicaps (zoals perifere en insulaire ligging, berggebied of regio aan de buitengrenzen) en milieufactoren om in de lidstaten de vinger te leggen op onderliggende economische trends; erkent dat het werkloosheidscriterium in ieder geval van fundamenteel belang is;
