The Council adopted Regulation (EC) 2271 protecting against the effects of the extra-territorial application of legislation adopted by a third country and actions based thereon or resulting therefrom and joint action based on Articles J.3 and K.3 of the TEU on measures protecting against the effects of the extra-territorial application of legislation adopted by a third country and actions based thereon or resulting therefrom. The EU continues to call for the Helms-Burton legislation to be repealed.

The European Union therefore views the House of Representatives' approval on 21 September of the Helms-Burton bill in a negative light and takes the opportunity to reiterate its opposition to the adoption of any measure with extra-territorial application which is in conflict with the rules of international organizations, including those of the WTO.
