Our draft and the agreement that we want to reach must meet the following fundamental requirements, which were also applied during the Council’s first reading. The budget must ensure that the EU’s various political priorities for 2010 are adequately financed.

Before the Council's second reading, the Commission will send a letter to the Chairman of the European Parliament's Committee on Budgets, with a copy to the other arm of the budgetary authority, containing its comments on the executability of the amendments to the draft budget adopted by the European Parliament at first reading.

If it is presented to the Council less than one month before the European Parliament's first reading, the Council will, as a rule, consider the ad hoc letter of amendment when giving the draft budget its second reading.

The Commission should take the figures voted for budget 2004 as its starting point: the Committee has already voted amendments to the Draft Budget for 2004 increasing the funding for a number of the institutions covered by Action 1 of the programme (It is possible that Parliament will increase the funding for other Action 1 beneficiaries in its First Reading of budget 2004 in October, and these increases, too, would need to be taken into account).
