Acknowledges the extended general collective agreement that the Serbian Government signed with the trade unions and the employers' association in November 2008; encourages the Serbian Government to end the current suspension of the agreement; underlines that trade union rights still remain limited despite constitutional guarantees and calls on Serbia to further enhance labour and trade union rights; is concerned that the social dialogue remains weak and the consultation of social partners irregular; recognises that the Social and Economic Council has met more frequently and that all specialised bodies are operational, but is concerned that its capacity remains weak; calls for further steps to be taken to strengthen the Economic and Social Council to ensure that it can take an active role in strengthening the social dialogue and play a more active consultative role in law-making;
36. erkent dat de Servische regering in november 2008 met de vakbonden en de werkgeversorganisatie een uitgebreide algemene collectieve arbeidsovereenkomst heeft gesloten; spoort de Servische regering aan de huidige schorsing van de overeenkomst op te heffen; onderstreept dat de vakbondsrechten ondanks de constitutionele waarborgen nog steeds beperkt zijn en dringt er bij Servië op aan de rechten van werknemers en de vakbondsrechten verder te versterken; is bezorgd over het feit dat de sociale dialoog nog steeds zwak is en dat de sociale partners niet op regelmatige basis worden geraadpleegd; erkent dat de sociaaleconomische raad frequenter bijeen is gekomen en dat alle gespecialiseerde organen operationeel zijn, maar is bezorgd dat de raad nog steeds een zwakke rol speelt; dringt aan op het nemen van verdere stappen ter versterking van de sociaaleconomische raad om ervoor te zorgen dat hij een actieve functie kan vervullen bij de bevordering van de sociale dialoog en een actievere adviserende rol kan spelen in het wetgevingsproces;

Where the natural persons in charge of ADR are employed or remunerated exclusively by a professional organisation or a business association of which the trader is a member, Member States shall ensure that, in addition to the general requirements set out in paragraphs 1 and 5, they have a separate and dedicated budget at their disposal which is sufficient to fulfil their tasks.
4. Indien de met ADR belaste natuurlijke personen uitsluitend in dienst zijn van of uitsluitend een vergoeding ontvangen van een beroeps- of bedrijfs-organisatie waarvan die ondernemer lid is, zorgen de lidstaten ervoor dat die personen voldoen aan de algemene vereisten van leden 1 en 5, en bovendien over een afzonderlijk, specifiek en voor de vervulling van hun taken toereikend budget beschikken.

Since December 2000, these meetings have been known as Social Summits and they are attended by the President of the Commission and the Troika of Heads of State or Government together with the Ministers for Labour and Social Affairs and the social partners represented by the Union of Industrial Employers' Confederations of Europe (UNICE), the European Centre of Enterprises with Public Participation and of Enterprises of General Economic Interest (CEEP), the European Association of Craft, Small and Medium-sized Enterprises (UEAPME), the European Trade Union Confederation (ETUC), Eurocadres and the Confédération européenne des cadres (CEC).
