28. In the area of services of general interest the division of tasks and powers between the Community and the Member States is complex and sometimes leads to misapprehension and frustration on the part of consumers, users and operators.

(8a) When the Commission, in accordance with Article 7(1) of this Regulation, requests European Standardisation Organisations to draft a European standard or a European standard deliverable, it should respect the division of competences between the Union and the Member States as laid down in the TFEU, in particular Articles 14, 151, 152, 153, 165, 166 and 168 thereof and Protocol No 26 on Services of General Interest, which relate to social policy, vocational training, public health and services of general interest, which include services of general economic interests.

Calls for proper and thorough monitoring of the application of the restrictions provided for in the Directive in respect of services of general economic interest, while respecting the division of competences with the Member States; points out that the Directive does not affect the freedom of Member States to define, in accordance with EU law, what they consider to be services of general economic interest, how those services should be organised and financed in compliance with the rules on state aid, and to what specific obligations they should be subject;
46. dringt erop aan dat de toepassing van de in de richtlijn bepaalde beperkingen ten aanzien van diensten van algemeen economisch belang naar behoren en grondig wordt gecontroleerd, rekening houdend met de verdeling van bevoegdheden tussen Unie en lidstaten; wijst erop dat deze richtlijn geen afbreuk doet aan de vrijheid van de lidstaten om in overeenstemming met het EU-recht vast te stellen wat zij als diensten van algemeen economisch belang beschouwen, hoe deze diensten, in overeenstemming met de regels inzake staatssteun, moeten worden georganiseerd en gefinancierd en aan welke bijzondere verplichtingen zij onderworpen zijn;

Regrets the approval of the Services Directive, concerning the liberalisation of services in the EU, and warns against the consequences of its implementation; recognises the importance of the services sector for economic growth and job creation, but takes the view that the liberalisation of services promotes labour deregulation, and social and environmental dumping, and jeopardises public services, jobs and social and consumer rights; stresses that governments are losing their regulatory and monitoring role in respect of service provision by foreign enterprises on their territory, contributing to further deregulation of the market; rejects the artificial division of economic and non-economic services of general interest and stresses that this is a way to put public services under the scope of the directive;
