Definition: A residual category for disorders in which there is some admixture of specific developmental disorders of speech and language, of scholastic skills, and of motor function, but in which none predominates sufficiently to constitute the prime diagnosis. This mixed category should be used only when there is a major overlap between each of these specific developmental disorders. The disorders are usually, but not always, associated with some degree of general impairment of cognitive functions. Thus, the category should be used when there are dysfunctions meeting the criteria for two or more of F80.-, F81.- and F82.

To improve the transparency and coherence of ET 2020 activities, the Commission — in cooperation with the Member States (including the trio of Council Presidencies) — will prepare an ET 2020 indicative rolling Work Plan, integrating and providing a clear overview of key activities and peer learning events planned for the informal meetings of senior officials, i.e. during the meetings of the Directors General for schools, for vocational education and training and for higher education (‘DG meetings’) and the High-Level Group on Education and Training, the ET 2020 Working Groups, the EQF Advisory Group and the Standing Group on Indicators and Benchmarks.

Calls on the Council together with the European Parliament, in their capacity as joint budgetary authorities, to establish, with a view to improving the exchange of information on their respective budgets, an annual procedure within the discharge procedure; under this procedure, the President of the Council, accompanied by the Secretary-General of the Council, would meet officially with the Committee on Budgetary Control or a delegation thereof made up of its chair, the coordinators and the rapporteur, with a view to providing all the information needed regarding the execution of the Council's budget; suggests also that the chair of the competent committee should regularly and in an appropriate form provide that committee with information regarding those discussions;
11. vraagt de Raad en het Europees Parlement in hun hoedanigheid van begrotingsautoriteit, om met het oog op een betere uitwisseling van informatie over de respectieve begrotingen, een jaarlijkse procedure in te voeren met betrekking tot de kwijtingsprocedure; volgens die procedure zal het voorzitterschap van de Raad, vergezeld van de secretaris-generaal van de Raad, officieel bijeenkomen met de Commissie begrotingscontrole of een delegatie daarvan, bestaande uit de voorzitter, de coördinatoren en de rapporteur, ten einde alle informatie te verschaffen die nodig is met betrekking tot de uitvoering van de begroting van de Raad; stelt tevens voor dat de voorzitter van de bevoegde commissie de genoemde commissie systematisch en op de juiste manier van die besprekingen op de hoogte houdt;

If an official representative cannot attend the General Assembly, the member may authorise another representative from the same entity, the national expert or an official representative of another member to vote on its behalf by means of a written and duly signed authorisation, which shall be presented to the President by the beginning of the meeting.

Thus, as part of their proposals for an enhanced role for NATO, the five former top officials recommend the use of a preventive nuclear strike, even without authorisation from the UN Security Council, when, in their view, there exist ‘threats to western values and the western way of life’. Their recommendation, which has already been presented to the US Pentagon and to the Secretary-General of NATO, Jaap de Hoop Scheffer, is due to be discussed at the NATO summit meeting due to be held in Bucharest in April where it is certain to elicit strong reactions.

Just a short time ago, in June, a meeting took place between the official group of the Secretariat-General and the platforms of European social and developmental NGOs, and we believe this dialogue will soon come to an end.
