The strategic importance of investment in research and development (RD) for the Lisbon Strategy and sustainable development was recognised at the 2002 Barcelona European Council, where it was agreed that overall spending on RD in the EU should increase and approach 3 % of Gross Domestic Product (GDP) by 2010.
