(27) In the application of the Directive the Commission should consult relevant expert groups, at least the European Expert Group on Future Transport Fuels, consisting of experts from industry and civil society, as well as the Joint Expert Group Transport Environment regrouping experts from the Member States.

The strategy proposed in this Communication builds on substantial work with industry, public authorities and civil society - in the European Expert Group on Future Transport Fuels[4],[5], the Joint Expert Group Transport Environment[6], Cars 21[7], public consultation[8], and studies[9].

Within this framework, the work of group n° 1 in particular responds to the invitation of the Council[6] to develop, as a basis for the elaboration of the proposal for revised TEN-T Guidelines, a methodology that takes account of criteria such as effects on trans-national traffic flows, territorial cohesion and economic development, spatial planning, environment/climate change and connections to neighbouring countries.

Points out that new ways to measure welfare based on realistic values for ecological services are needed; considers that GDP, as it cannot alone reflect all facets and needs of a modern society, is no longer an adequate tool to measure well-being and development; encourages the EU to further develop and make political use of a new indicator that integrates the negative impact of economic progress on our environment and health and that contributes to the effort of decoupling economic growth from the exertion of pressure on the environment; considers that this new indicator should promote the development of an integrated society and give the impetus for better integration of environmental considerations in other policies;
48. wijst erop dat er behoefte is aan nieuwe manieren om welvaart te meten op basis van realistische waarden voor milieudiensten; is van mening dat het BBP op zich niet alle facetten en behoeften van een moderne samenleving kan weerspiegelen en daarom niet langer een adequaat instrument is om welzijn en ontwikkeling te meten; moedigt de EU ertoe aan voort te werken aan de ontwikkeling en het gebruik voor beleidsdoeleinden van een nieuwe indicator waarin de negatieve gevolgen van economische vooruitgang voor ons milieu en onze gezondheid zijn verwerkt en die ertoe bijdraagt economische groei los te leren zien van de druk op het milieu; is van mening dat deze nieuwe indicator bevorderlijk zou moeten zijn voor de ontwikkeling van een geïntegreerde samenleving en een impuls zou moeten geven voor betere integratie van de milieuzorg in andere beleidstakken;

States that reasonable and reliable copyright protection and patent systems are crucial elements in building an innovative knowledge-based economy and society; confirms the need to reform patent policy in Europe, recognizes, however, that patent policy reform is a long-term process; calls on the Commission to set up, in cooperation with the Member States, a group of experts, including also economic experts, to review the situation including the question of patentability; calls on the Commission and the EIF to examine the possibilities for providing small businesses with adequate financial support for their patent applications;
39. stelt dat auteursrechtelijke bescherming en een betrouwbaar Europees octrooisysteem van doorslaggevend belang zijn bij de opbouw van een kenniseconomie en –maatschappij; erkent dat een hervorming van het octrooibeleid een langetermijnproces is; wendt zich tot de Commissie om in samenwerking met de lidstaten een groep van deskundigen bijeen te roepen, waaronder ook economische experts, om de situatie te bestuderen en daarbij ook kwestie van de octrooibaarheid te onderzoeken; doet een beroep op de Commissie en het Europees Investeringsfonds om de mogelijkheden te onderzoeken om kleine ondernemingen financiële steun te verlenen voor hun octrooiaanvragen;

Without being in a position to form an opinion on the substance of the matter which would involve obtaining legal and economic expert opinions outside the scope of the Committee on Petitions, it is nevertheless plain to everyone - including the Community of Valencia - that excesses and probably abuses did occur. This warrants implementation of arrangements for rectifying the situation.
Ook zonder dat wij een strikt inhoudelijk oordeel kunnen geven, aangezien de Commissie verzoekschriften hiervoor juridische en economische expertise zou moeten inschakelen hetgeen buiten haar mogelijkheden valt, staat niettemin buiten kijf, ook voor de gemeenschap van Valencia, dat er sprake is van onregelmatigheden en wellicht zelfs van misbruik.
