Calls on the Commission to take into account the urgent need effectively and unbureaucratically to implement financial support for the civil and economic rehabilitation of Afghanistan, and believes that the experience gained through the use of the rapid reaction mechanism should be further developed; stresses the importance of transparency in the disbursement of funds and of improving the visibility of EU aid within the country; with this in mind, asks the Commission to consider setting up a European Agency for Reconstruction in Afghanistan, on the lines of the agency working in Kosovo;

In the present international situation, the Council stresses the importance of maintaining the focus on Afghanistan and reiterates its strong commitment to substantially contributing to the reconstruction of Afghanistan and to the full implementation of the Bonn Agreement.
In de huidige internationale situatie acht de Raad het belangrijk dat de aandacht op Afghanistan gericht blijft en herhaalt hij dat hij vastbesloten is een substantiële bijdrage te leveren aan de wederopbouw van Afghanistan en aan de volledige uitvoering van het Akkoord van Bonn.

At the Presidency's initiative, the European Union will co-chair the next meeting of the Steering Group on the Reconstruction of Afghanistan in Brussels on 21 December.
