Throughout this period, I have had the opportunity to hear many opinions of organisations representing the agricultural sector and the rural world in various Member States and to dialogue with members of parliament and institutional representatives from many, in fact almost all, Member States and Community institutions, obviously starting here with the European Parliament.
Gedurende die tijd heb ik vele meningen van representatieve landbouw- en plattelandsorganisaties van de verschillende lidstaten kunnen beluisteren. Tevens heb ik een dialoog kunnen voeren met parlementsleden en institutionele vertegenwoordigers van vele of eigenlijk bijna alle lidstaten en van de communautaire instellingen. Ik ben natuurlijk mijn gesprekken hier met het Europees Parlement begonnen.

On top of this, the incentive to build the appropriate administrative structures (Sapard agencies) and develop certain working methods on the basis of existing Community law means the candidate countries should be well prepared for EU accession in institutional terms. It should then be possible for common agricultural policy (CAP) measures to support the agricultural sector and rural areas to be implemented without problems immediately following accession.
Daarnaast zouden de kandidaat-landen gestimuleerd worden om de nodige administratieve structuren tot stand te brengen (SAPARD-agentschappen) en een bepaalde aanpak te hanteren, en aldus worden klaargestoomd voor de toetreding tot de EU. De maatregelen van het gemeenschappelijk landbouwbeleid (GLB) ter bevordering van de landbouwsector en het platteland zouden op deze manier onmiddellijk na de toetreding soepel kunnen functioneren.
