47. Welcomes the special attention devoted to Haiti at this 31 session of the Human Rights Council; deplores the humanitarian situation in the country, which remains appalling, and the fact that the damage caused by the hurricanes of 2010 has still not been repaired; stresses that the extreme poverty in the country has intensified the devastating impact of natural disasters, causing the most serious humanitarian crisis in decades; condemns once again the debt and the colossal cost of servicing it imposed on the country by France and the international institutions (first and foremost the International Monetary Fund), which is responsible for its underdevelopment; applauds the international, and primarily regional, aid effort to assist Haiti, involving the sending by Cuba of doctors and specialist medical personnel who have treated tens of thousands of people for cholera, the financial support provided through the ALBA Humanitarian Fund for Haiti, the ongoing provision of energy supplies through Petrocaribe and the drafting of a special plan for the direct supply of fuel for humanitarian assistance vehicles, agricultural initiatives to supply food and production plans and the reforestation campaign; calls for an inquiry into the allegations that some aid payments, in particular from the EU, never reached Haiti and into the effectiveness of the aid distribution network; calls, further, for an assessment of the effectiveness of the aid payments actually made;

This included support given to global initiatives such as the CGIAR (formerly Consultative Group on International Agricultural Research), regional organisations, particularly in Africa, as well as national agricultural research institutes.

Is of the opinion that the EU, in agreement with the Member States, should be more actively involved in UN programmes (by taking part at the initial stage, when needs are assessed and appropriate responses worked out, and thereafter, when the decisions are implemented) and that the EU should use the intergovernmental conference (IGC) scheduled for 2004 as the occasion on which to clarify the issues surrounding the legal basis for its external action within the context of international law, and should in particular specify and strengthen the Commission's legal status in international institutions and grant it membership status in the specialised UN agencies in the same way as it is a member of the Food and Agriculture Organisation (FAO); calls, likewise, for the nature of and means available to the Commission delegations to the United Nations to be brought into line with the increasingly important role which they play in implementing EU external action in general, and in the field of development and humanitarian aid in particular, as well as in the area of coordination between the Commission and the 15 Member States, so as to guarantee that EU action in this field is consistent and of global significance;
6. is van mening dat de EU, tezamen met de lidstaten, een grotere inbreng moet hebben in de VN-programma's (deelneming zowel aan de beginfase van de beoordeling van de behoeften, de uitwerking van de meest adequate oplossingen, als aan de fase van de implementatie van de besluiten) en dat de EU de Intergouvernementele Conferentie die voor het jaar 2004 op het programma staat, moet gebruiken om helderheid te scheppen in kwesties ten aanzien van de rechtsgrondslag van haar optreden naar buiten toe in het kader van het internationaal recht, met name door de juridische status van de Europese Commissie te preciseren en te versterken binnen de internationale instellingen en haar de status van volwaardig lid van de gespecialiseerde VN-organisaties te verlenen op dezelfde manier als ze lid van de Voedsel- en Landbouworganisatie (FAO) is; wenst ook dat de opdracht en middelen van de delegaties van de Commissie bij de Verenigde Naties aangepast worden aan de alsmaar grotere rol die ze te vervullen krijgen in het optreden van de Europese Unie tegenover de buitenwereld in het algemeen, en meer in het bijzonder voor ontwikkeling en humanitaire hulpverlening, en voor de coördinatie tussen de Commissie en de 15 lidstaten, om te zorgen voor de samenhang en algemene slagkracht van de EU-beleidsvoering op die terreinen;

The CGIAR has been providing financial support for 18 international agricultural research centres since 1990.
