Highlights the United Nations as the main guarantor of international peace and security and the most comprehensive framework for multilateral cooperation; takes the view that the strengthening of global governance, international institutions and respect for international law is of paramount importance for effective multilateralism, and that it must therefore be an overriding strategic priority for the Union; considers that the EU institutions and the Member States should continue their efforts in deepening cooperation and coordination with strategic partners exerting global influence, in particular within the United Nations; in this light, stresses the urgency of addressing global issues of common concern for the EU and world stability, such as terrorism, organised crime, energy security, climate change, the achievement of the MDGs and the eradication of poverty, crisis management, conflict prevention and conflict resolution, the non-proliferation of weapons of mass destruction and disarmament, migration management and promotion of human rights and civil liberties;

strategic studies on the basis of shared analysis and regular monitoring of market developments and energy trends for the preparation of future legislative measures or for the review of existing legislation, including with regard to the functioning of the internal energy market, for the implementation of the medium and long-term strategy in the energy field to promote sustainable development, as well as for the preparation of long-term voluntary commitments with industry and other stake-holders and for the development of standards, labelling and certification systems, where appropriate also in cooperation with third countries and international organisations;

(a) the promotion of sustainable development, security of energy supply in the framework of the internal market, competitiveness and environmental protection, including the development of standards and labelling and certification systems, long-term voluntary commitments to be agreed with industry and other stake-holders, as well as forward studies, strategic studies on the basis of shared analyses, and regular monitoring of the development of the markets and energy trends including for the preparation of future legislative measures or for the review of existing legislation;
a) de bevordering van duurzame ontwikkeling, continuïteit van de energievoorziening in het kader van de interne markt, concurrentievermogen en milieubescherming, met inbegrip van het uitwerken van normen, etiketterings- en certificeringssystemen en met de industrie en andere belanghebbenden overeen te komen vrijwillige afspraken voor de lange termijn, alsmede toekomstgerichte analyse, strategische studies op basis van gezamenlijke analyses, en regelmatige monitoring van de marktontwikkelingen en de tendensen op energiegebied, ook voor het voorbereiden van toekomstige wetgevingsmaatrgelen of het beoordelen van bestaande wetgeving;

(vi) to undertake strategic studies on innovative approaches in education, on the pedagogical aspects of new technologies, on the strengths and weaknesses of the European educational multimedia sector, and on the potential of cultural institutions and science centres as new learning environments;
vi) strategische studies te verrichten over vernieuwende aanpakken in het onderwijs, alsmede over de pedagogische aspecten van nieuwe technologiëen, de sterke en zwakke aspecten van de Europese multimediasector voor het onderwijs en de mogeljikheden van cultuurinstellingen en wetenschapscentra om als nieuwe leeromgeving te fungeren;
