On 20 December 2005, the Presidents of the Commission, Council and Parliament endorsed the new EU development policy statement, the European Consensus on Development[4], which constitutes a milestone in the history of EU development co-operation. For the first time in fifty years common values, principles, objectives and means to eradicate poverty and achieve the Millennium Development Goals have been defined at Union level.

1. The Fund shall promote social cohesion, enhance social inclusion and therefore ultimately contribute to the objective of eradicating poverty in the Union by contributing to achieving the poverty reduction target of at least 20 million of the number of persons at risk of poverty and social exclusion in accordance with the Europe 2020 strategy, whilst complementing the Structural Funds.

Het Fonds bevordert de sociale samenhang, versterkt de sociale inclusie en draagt daarmee uiteindelijk bij aan de uitbanning van de armoede in de Unie doordat het een bijdrage levert aan de verwezenlijking van de doelstelling van de Europa 2020-strategie om ten minste 20 miljoen minder mensen bloot te stellen aan het risico op armoede en sociale uitsluiting, en vormt een aanvulling op de structuurfondsen.

Emphasises the need to strengthen the political dialogue, particularly among the three EU institutions, in order to reinforce the existing levels of consensus and involvement regarding the adoption of the ‘European Consensus on Development’ in 2005, which should remain the doctrinal framework for Policy Coherence for development (PCD); believes, therefore, that the new programme can only be an instrument that is compatible with the ‘Consensus’, leading to a more effective development policy that serves the overarching cooperation development objective of the EU, i.e. to eradicate poverty – in particular, through efforts to achieve the Millennium Development Goals and through the role played by healthcare and education – in a context of sustainable development;

Believes that one priority should be the fight to eradicate poverty, by revising the macroeconomic, monetary, social and labour policies that are at its root, in order to ensure economic and social justice for women; believes that the methods used to determine poverty rates should be re-examined and that strategies should be developed to promote a fair distribution of income, guarantee minimum income, pay and decent pensions, create more high-quality jobs with rights for women, ensure access to high-quality public services for all women and young girls, and improve social welfare and respective local services, particularly crèches, nurseries, day centres, community and leisure centres, and family support services;
