Calls on the Member States to make full use of the Structural Funds through active labour market policies in order to enhance employability in all age groups, enabling longer working lives, and to combat structural and long-term unemployment effectively; underlines, in this regard, that sufficient investment both in the financial assistance to and in the training for national and regional administrations should be ensured in order to increase their skills and capacities, as well as their knowledge of the rules governing the Structural Funds and the Cohesion Fund; considers that the Commission should, as a matter of urgency, propose a European Youth Guarantee in order to genuinely improve the situation of young people who are not in employment, education or training, and should work closely with the Member States to deploy part of their as yet unspent Structural Fund resources to tackle youth unemployment, with a focus also on youth in rural areas, with and emphasis on their entrepreneurship possibilities in order to prevent depopulation.

The ESF may support community-led local development strategies in urban and rural areas, as referred to in Articles 32, 33 and 34 of Regulation (EU) No 1303/2013, territorial pacts and local initiatives for employment, including youth employment, education and social inclusion, as well as Integrated territorial investments (ITI) as referred to in Article 36 of Regulation (EU) No 1303/2013.

Het ESF kan vanuit de plaatselijke gemeenschap geleide, lokale ontwikkelingsstrategieën in stedelijke en landelijke gebieden, als bedoeld in de artikelen 32, 33 en 34 van Verordening (EU) nr. 1303/2013, territoriale pacten en plaatselijke initiatieven voor werkgelegenheid, met inbegrip van werkgelegenheid voor jongeren, onderwijs en sociale inclusie, alsook geïntegreerde territoriale investeringen, als bedoeld in artikel 36 van Verordening (EU) nr. 1303/2013, ondersteunen.

Is concerned at the unacceptable level of youth unemployment and, in particular, the considerable asymmetries in youth unemployment from one region to another and between the Member States, with variations from less than 10% to over 60%; is also concerned at the number of young people not in education, training or employment (14 million NEETS between the ages of 15 and 30), in addition to the precarious employment affecting a further large group of young people who do have a job; takes the view that these situations combined undermine the existence of the European project, endangering the economic development and viability of a Europe united in its quality of life and working conditions, and its future economic growth potential, as well as the EU’s economic, social and territorial cohesion, as defined under Article 174 TFEU; takes the view also that this calls for effective measures at EU, national, regional and local level, including with regard to cities and rural areas, especially in view of the difficulties and challenges currently facing the EU and the fact that it more than ever needs a strong and innovative youth;

Notes that small towns in regions of net emigration have a particularly important role to play as service centres; calls for this anchor function to be taken into account in the future Structural Funds, in particular by improving the coordination of the EAFRD with the ERDF and the ESF; notes that rural depopulation has negative knock-on effects on urban areas and that economically and socially vibrant rural areas constitute a public good, which should be recognised in the form of an adequately resourced rural development programme; calls on the Member States, regions and municipalities to provide a comprehensive and functioning service network for their citizens of all ages in order to prevent rural exodus and depopulation;
