Notes that the joint Africa-EU Strategy and its 8 sectors have initially focused on the African Union (AU) and on technical support for institutional capacity building and policies across the range of peace and security, human rights, democracy promotion, the rule of law and achieving the Millennium Development Goals (MDGs); recalls that, whilst such a comprehensive approach remains valid, the coherence and effectiveness of the strategy have been reduced by the existence of overlapping agreements with multiple partners and the lack of a specific budget for its implementation; in addition there is a pressing need to move beyond institutional capacity building at continental level towards developing a political partnership for peace, security and socio-economic development at regional and sub-regional level; calls for an extension of such political partnerships to include the Regional Economic Communities, not only as a strategy for strengthening the African Union, but also as a means of deepening the EU-Africa partnership at regional and sub-regional level, thus addressing the political, security and economic interests of African and European citizens; deplores the setbacks that coup d‘états, such as those occurred in Mali and Guinea Bissau, triggered in view of the democratic principles and goals advanced by the AU, the EU and the UN; calls for the urgent re-establishment of constitutional order in those countries;

Regarding the future strategy to foster the economic development of Kosovo, the Commission intends to continue with all available instruments, including future pre-accession financial assistance, to further promote EU compatible reforms and socio-economic development. The European Partnership adopted by the Council on 30 January 2006 will be a key tool for guiding Kosovo’s efforts.
In verband met de toekomstige strategie om de economische ontwikkeling van Kosovo te bevorderen kan worden opgemerkt dat de Commissie van plan is om met alle beschikbare instrumenten, zoals financiële pretoetredingssteun in de toekomst, voort te gaan met het stimuleren van hervormingen en sociaal-economische ontwikkeling die afgestemd zijn op de EU. The CAP is currently plagued by inconsistencies. Firstly, there is a great deal of inconsistency between a first pillar with an approach primarily geared to production, and a second pillar geared to rural development. This situation is aggravated by the insistence on transferring resources from the first to the second pillar without questioning the dominant market-support model. This support model is generally based on volumes produced, and is still far from putting into practice the formal declarations made by the EU in favour of multifunctional agriculture, food security, economic and social cohesion and sustainable development. Remedying this situation requires: (a) strengthening the eco-conditionality of market aid from the angle of sustainable development; (b) consolidating restructuring measures within the COMs, which might be given a contractual focus in order to ensure consistency with sustainable rural development; (c) introducing rural conditionality into market aid, seeking greater complementarity between the first and second pillar and preserving multifunctional family-based farming throughout the EU; and (d) defining four separate functions within the second pillar, one in favour of agri-environmental measures (geared exclusively towards palliating the negative external factors arising from production-oriented agriculture), one in favour of biodiversity, one in favour of multifunctional socio-economic development, and finally a fourth function in favour of food quality and security.

Voorts wordt onderstrepen zij dat de ontwikkeling van de ACS-landen in de eerste plaats de verantwoordelijkheid van deze landen en van hun volkeren zelf is en dat zij zijn overeengekomen een solide basis te leggen voor een billijke en duurzame ontwikkeling die op de mens is gericht en die wordt ondersteund door een gezond macro-economisch beleid, sociale gerechtigheid, de rechtsstaat en de collectieve autonomie. Tevens erkennen zij de bijdrage van de Overeenkomst van Lomé aan de economische, politieke, sociale en culturele ontwikkeling van de ACS-landen, alsmede de noodzaak deze betrekkingen te versterken op basis van een hernieuwd, daadwerkelijk en billijker partnerschap. De regeringsleiders verklaren zich vastbesloten ervoor te zorgen dat de toekomstige betrekkingen ACS/EU een van de doelmatige en samenhangende kaders vormen() waarmee de verwezenlijking van de doelstellingen van sociale en economische ontwikkeling van de ACS-landen wordt vergemakkelijkt.
