As far as the current WTO negotiations in services are concerned, the Community has addressed requests [101] to other WTO Members for liberalisation in most services sectors: professional and other business services, telecommunications services, postal and courier services, construction services, distribution services, environmental services, financial services, news agency services, tourism services, transport services and energy services.

In some Member States the 1990s saw an unprecedented growth in consumer credit, stemming from the liberalisation of the financial system, lower interest rates, increased advertising and, in some cases, irresponsible encouragement of consumers to take advantage of facilities offering immediate access to goods and services (P).

Is concerned by the on-going negotiations of the Commission on a plurilateral trade in services agreement (TISA) with mainly OECD countries and the expressed intention to sign up to even further liberalisation than enshrined in the current GATS agreement; cautions on the ambition to conclude negotiations in time for the upcoming WTO ministerial conference on 9 December 2013; considers that the increasing number of bilateral and plurilateral agreements is leading to an accelerated reduction of democratic participation of developing countries in defining the agenda of the international terms of trade within the framework of the WTO; considers that TISA is a new threat to public services, which are an essential tool for the reduction of poverty, for job creation and for democracy and are of particular importance to citizens in times of crisis; opposes any further liberalisation of financial services that would limit the political scope of governments to regulate and control the financial sector, which is necessary to prevent tax evasion and money laundering;

20. Notes the negative impact of service liberalisation on the financial markets, which contributed to the current financial and economic crisis; calls, therefore, for steps to be taken to ensure that trade agreements in the financial services sector include measures to ensure compliance with the objectives of the international community and of the G20 in terms of regulating theses services and, in particular, avoiding black holes and fiscal evasion;
