Under “Investments in Agricultural Holdings” the share of the arable crops, fruit and vegetables sectors still remains very high (77%) which is to a certain extent justified by the substantial need for rationalisation and mechanisation, partly a result of economic difficulties in the livestock sectors and weak rural credit services.

According to the Commission proposal explanatory memorandum, Council Decision 2009/831/EC of 10 November 2009, adopted on the basis of Article 299(2) of the EC Treaty (now Article 349 TFEU), authorised Portugal, up to 31 December 2013, to apply a reduced rate of excise duty in the outermost regions of Madeira and Azores on locally produced and consumed rum and liqueurs, and on locally produced and consumed liqueurs and eaux-de-vie, respectively, on the grounds of the small size, fragmented nature and low mechanisation of agricultural holdings, and in order to compensate for the additional costs incurred in the transport of raw material and installation of equipment in those remote insular regions.
Volgens de toelichting van de Commissie werd Portugal bij Beschikking 2009/831/EG van de Raad van 10 november 2009, aangenomen op basis van artikel 299, lid 2, van het EG-Verdrag (thans artikel 349 VWEU) gemachtigd om de accijns op lokaal geproduceerde en verbruikte rum en likeuren in de autonome regio Madeira en op lokaal geproduceerde en verbruikte likeuren en eaux de vie in de autonome regio de Azoren tot en met 31 december 2013 te verlagen.
