3. The Union shall provide, at the time of the invitation to the Republic of Chile, an early indication of the likely financial contribution to the common costs of the operation and the status of mission/forces agreement, if available, as soon as possible with a view to assisting the Republic of Chile in the formulation of its offer.
3. De Unie verstrekt, op het moment van de uitnodiging aan de Republiek Chili, zo spoedig mogelijk een eerste indicatie van de vermoedelijke financiële bijdrage in de gemeenschappelijke kosten van de operatie alsmede, indien beschikbaar, de overeenkomst inzake de status van de missie/strijdkrachten, teneinde de Republiek Chili bij te staan bij de formulering van haar aanbod.

2. In case of death, injury, loss or damage to natural or legal persons from the State(s) in which the operation is conducted, issues of possible liability and compensation by the Republic of Chile shall be governed by the conditions foreseen in the applicable status of forces agreement referred to in Article 3(1) or any applicable alternative provisions.
2. In geval van overlijden, lichamelijk letsel, verlies of schade geleden door natuurlijke of rechtspersonen van de staat/de staten waar de operatie plaatsvindt, worden kwesties in verband met mogelijke aansprakelijkheid van en schadevergoeding door de Republiek Chili geregeld onder de voorwaarden van de in artikel 3, lid 1, bedoelde overeenkomst inzake de status van de strijdkrachten of eventuele toepasselijke alternatieve bepalingen.

2. In case of death, injury, loss or damage to natural or legal persons from the State(s) in which the operation is conducted, the Republic of Moldova shall, when its liability has been established, pay compensation under the conditions foreseen in the applicable status of forces agreement referred to in Article 3(1).
2. In geval van overlijden, lichamelijk letsel, verlies of schade geleden door natuurlijke personen of rechtspersonen van de staat/de staten waar de operatie wordt uitgevoerd, betaalt de Republiek Moldavië, wanneer haar aansprakelijkheid is vastgesteld, schadevergoeding onder de voorwaarden van de in artikel 3, lid 1, bedoelde overeenkomst over de status van de troepen.

C. overwegende dat kamp Ashraf sinds 1 januari 2009, in overeenstemming met de bepalingen van de door Irak en de VS in 2008 gesloten overeenkomst inzake de status van de strijdkrachten (SOFA), waarin is vastgelegd dat de coalitietroepen zich vóór eind 2011 volledig moeten terugtrekken, opnieuw onder de controle valt van de Iraakse veiligheidsdiensten,

D. whereas, according to the provisions of the Iraq-US 2008 Status of Forces Agreement (SOFA) to end the phase of occupation by the coalition forces, Camp Ashraf was returned to the control of Iraqi security forces on 1 January 2009,

154. Calls for the appropriate implementation of bilateral agreements, Status of Forces Agreements and military base agreements (between Member States and third countries) to ensure the monitoring of respect for human rights and, where appropriate, for a review and renegotiation of those agreements to this effect; stresses that, according to the Venice Commission, the legal framework of foreign military bases on the territory of Council of Europe's Member States must enable them to exercise sufficient powers to fulfil their human rights obligations;
154. verzoekt om de correcte tenuitvoerlegging van bilaterale overeenkomsten, statusovereenkomsten en overeenkomsten betreffende militaire bases (tussen lidstaten en derde landen), teneinde voor toezicht op de eerbiediging van de mensenrechten te zorgen en, voorzover van toepassing, om evaluatie van en nieuwe onderhandelingen over deze overeenkomsten om dat doel te bereiken; benadrukt dat het wettelijk kader voor buitenlandse militaire bases op het grondgebied van lidstaten van de Raad van Europa deze staten volgens de Commissie van Venetië de gelegenheid moet geven om voldoende bevoegdheden uit te oefenen om hun verplichtingen op het terrein van de mensenrechten na te komen;

The United Nations Security Council further decided that the status of forces agreements currently contained in Appendix B to Annex 1.A of the Peace Agreement shall apply provisionally in respect to the proposed EU mission and its forces, including from the point of their build-up in Bosnia and Herzegovina, in anticipation of the concurrence of the parties to those agreements to that effect.
Voorts heeft de Veiligheidsraad van de Verenigde Naties bepaald dat de overeenkomsten betreffende de rechtspositie van de strijdkrachten die thans in Aanhangsel B bij Bijlage 1A bij het Kaderakkoord voor vrede staan, voorlopig voor de voorgestelde EU-missie en haar strijdkrachten zullen gelden vanaf het tijdstip waarop daarmee een begin wordt gemaakt, zulks vooruitlopend op de instemming van de partijen met die overeenkomsten.
