European migration liaison officers will be seconded in EU Delegations in key third countries, in close cooperation with the Immigration Liaison Officers Network and with local authorities and civil society, with the purpose of gathering, exchanging and analysing information.

The new team is working closely with the UN to identify further civil protection needs and facilitate the coordination of assistance channelled through the Community Civil Protection Mechanism.

The Council emphasises the need, as highlighted by the report, to: Develop an EU platform for effective exchange of information and intelligence related to organised crime originating from or linked to the Western Balkans by establishing a network of intelligence development officers (IDOs) to support national services’ exchange of criminal information and intelligence with EU bodies, strengthening the network of liaison officers and increasing the involvement of the EU Police and Customs Missions consistent with their existing mandates and making better use of existing resources to improve the effective exchange of information and intelligence in the region; Improve operational co-operation with the Western Balkan States by developing the role of Europol and the Police Chiefs Task Force, and increasing EU and Member State engagement with and support for Western Balkans law enforcement units; Encourage and support Western Balkan States and South East Europe in developing their national and regional capacities and co-operation by inviting them to implement the commitments made within the framework of the JHA Thessaloniki forum and by fostering the development of regional instruments for co-operation and the report’s other recommendations as set out in paragraph 3.3. The Council stresses the importance of achieving, as a priority, data protection levels corresponding to the EU standards.

(5) Following the Thessaloniki European Council, it is necessary to formalise the existence and functioning of such a network - drawing on experiences gained in the operation of running projects, including the Belgian-led Western Balkans ILO network - through a legally binding act, setting out the obligation to establish forms of cooperation among immigration liaison officers of the Member States, the objectives of such cooperation, the functions and appropriate qualifications of such liaison officers, as well as their responsibilities vis-à-vis the host country and the sending Member State.
(5) In het licht van de Europese Raad van Thessaloniki is het noodzakelijk het bestaan en de werking van dit netwerk van immigratieverbindingsfunctionarissen te formaliseren - op grond van de ervaringen die zijn opgedaan met lopende projecten, waaronder het door België geleide netwerk van immigratieverbindingsfunctionarissen op de westelijke Balkan - door middel van een juridisch bindend besluit waarin de verplichting wordt opgenomen om te komen tot vormen van samenwerking tussen de immigratieverbindingsfunctionarissen van de lidstaten, de doelstellingen van de samenwerking uiteen worden gezet, de taken en de vereiste opleidingstitels van de verbindingsofficieren worden genoemd en hun verantwoordelijkheden jegens het ontvangende land en de zendende lidstaat worden geregeld.

It is recalled that the discussions regarding the creation of an immigration liaison officers (ILO) network started on 28 May 2001, when the Council adopted conclusions establishing a network of immigration liaison officers to ensure a coordinated response to the problem of illegal flows of migrants through the Western Balkan region and to work with and assist countries in that region.
Gememoreerd zij dat de besprekingen over de oprichting van een netwerk van immigratieverbindingsfunctionarissen zijn gestart op 28 mei 2001, toen de Raad conclusies heeft aangenomen over de oprichting van een netwerk van immigratieverbindingsfunctionarissen (ILO), teneinde te zorgen voor een gecoördineerde aanpak van het probleem van de illegale migratiestromen via de westelijke Balkan, alsmede van de samenwerking met en de bijstand aan de landen van de regio.
