They provide the basis for positive differentiation at Community level for these regions with a view to their development and convergence with the rest of the EU. Agriculture in the outermost regions has been the subject of programmes of specific options designed to address their remoteness and insularity, dating back to 1991 and 1992 (Regulation (EEC) No 3763/91, Poseidom, Regulation (EEC) No 1600/92, Poseima, and Regulation (EEC) No 1601/92, Poseican). In June 2001 the Council approved the revision of these programmes and made a number of changes affecting many of the earlier measures. This reform was implemented through Regulations (EC) Nos 1452/2001 - Poseidom, 1453/2001- Poseima and 1454/2001- Poseican.

The restructuring fund has three main objectives: firstly to provide incentives to encourage less competitive producers to leave the industry, secondly to provide money to cope with the social and environmental impacts of factory closure (financing of social plans or redeployment programmes and of measures to put the site back into good environmental condition) and thirdly to provide funds for the most affected regions to develop new business in coherence with EU structural and rural development funds.

RECALLS that several major Community policies, including Agriculture, Transport, Research and Regional policies affect soil and that they may significantly contribute to its protection; in this respect STRESSES the need to improve the integration of soil protection objectives in relevant policies including an appropriate consideration in the future development of the Common Agriculture Policy; SUPPORTS the Commission's intention to promptly start the work outlined in the Communication in relation to environmental legislation and integration in other policies and to report back to the Council during 2004 on the progress made and on future plans for action;
