Special categories of personal data which merit higher protection should be processed for health-related purposes only where necessary to achieve those purposes for the benefit of natural persons and society as a whole, in particular in the context of the management of health or social care services and systems, including processing by the management and central national health authorities of such data for the purpose of quality control, management information and the general national and local supervision of the health or social care system, and ensuring continuity of health or social care and cross-border healthcare or health security, monitoring and alert purposes, or for archiving purposes in the public interest, scientific or historical research purposes or statistical purposes, based on Union or Member State law which has to meet an objective of public interest, as well as for studies conducted in the public interest in the area of public health.

Further training courses in financial services for interested non-profit entities, which provide general advice to consumers on financial services, will be organised as a follow-up to the results of the above mapping study.
In aansluiting op de resultaten van bovengenoemde overzichtsstudie zullen voor belangstellende non-profitorganisaties die de consument algemene adviezen verstrekken over financiële diensten, nog meer scholingscursussen op het gebied van financiële diensten worden georganiseerd.

The consultation process included the launch of a questionnaire by the Social Protection Committee, the preparation of a consultant study on social services of general interest and a report by a group of legal experts.

On the basis of this open process of consultation to which the Commission attaches a great deal of importance, the results of the ongoing study on social services and the work of the Social Protection Committee, the Commission will publish a first biennial report and re-examine the situation of social services of general interest or certain sectors among them in the light of Community law being applied.

It considers that it is neither possible nor relevant to draw up common definitions of services of general interest, or of the public-service obligations resulting from them, but that the European Union must lay down common principles, including the following: universality and equality of access, continuity, security and adaptability; quality, efficiency and affordability, transparency, protection of less well-off social groups, protection of users, consumers and the environment, and citizen participation, taking into account circumstances which are specific to each sector.

In their reply the Greek authorities submitted a number of reports drawn up by independent experts that have been used to (a) calculate and certify the overall cost of the VRS (KPMG has audited OTE’s 2005 financial results and certified the total cost of the VRS), (b) calculate the cost of permanency and the cost of higher salaries for OTE’s employees by using the appropriate benchmark in Greece (CRA International and the Hay Group undertook the relevant studies), and (c) describe the labour regulatory framework in Greece applicable to private undertakings in general and to OTE in particular (study by Mr Levantis, professor of labour law at the University of Athens).

It considers that it is neither possible nor relevant for common definitions of services of general interest, or of the public-service obligations resulting from them, to be drawn up, but that the European Union must establish common principles, such as universality and equality of access, continuity, security, adaptability, quality, efficiency, affordability, transparency, protection of disadvantaged groups, protection of users, consumers and the environment, and participation of citizens, taking into account circumstances specific to each sector.

For this year's exercise, three groups have been identified: high income, low income and a third group consisting of citizens especially sensitive to the provision of services of general economic interest (pensioners, consumers living in remote areas,...). The purpose of the exercise is twofold:
