It is necessary to lay down specific conditions for transit via the Union of consignments of poultry products, fresh meat, raw milk and dairy products and certain composite products to third countries from Bosnia and Herzegovina due to the geographical situation and the necessity to maintain access to the Croatian port of Ploče after the accession of Croatia to the Union.
Er moeten specifieke voorwaarden worden vastgesteld voor de doorvoer via de Unie van zendingen van pluimveeproducten, vers vlees, rauwe melk en zuivelproducten, alsook bepaalde samengestelde producten, vanuit Bosnië en Herzegovina naar derde landen, gelet op de geografische situatie en de noodzaak om na de toetreding van Kroatië tot de Unie toegang te blijven houden tot de Kroatische haven Ploče.

Voor de doorvoer via de Unie van partijen vleesproducten uit Bosnië en Herzegovina naar derde landen moeten speciale voorwaarden worden vastgesteld vanwege de geografische ligging en de noodzaak tot handhaving van de toegang naar de Kroatische haven Ploče na de toetreding van Kroatië tot de Unie.

Highlights the importance of accessibility for the development of coastal regions; calls, therefore, on the Commission and national and regional coastal authorities to develop ways to ensure optimal connectivity via land, air and waterway transportation; reiterates its call on the same actors, in view of the high incidence of marine pollution in numerous regions and port cities, to boost incentives for the supply of vessels in port from the land network; invites Member States to analyse the possibility of adopting measures such as reducing airport charges, always in accordance with the procedure laid down in its abovementioned position of 23 October 2008, in order to increase the attractiveness of and foster the competitiveness of coastal areas; for the same purpose, stresses the necessity of enhancing the respect of airport and aviation safety standards, including removal of fuel depots near airports, where necessary;
32. onderstreept het belang van bereikbaarheid voor de ontwikkeling van de kustregio's; verzoekt de Commissie en de nationale en regionale kustautoriteiten derhalve oplossingen te vinden waardoor een optimale aansluiting via vervoer over land, door de lucht en over water wordt gewaarborgd; herhaalt zijn verzoek aan deze instanties om, gezien de vervuiling van de zee in veel havensteden en langs de kusten, de aansluiting van in de havens aangemeerde vaartuigen op het landnetwerk te bevorderen; verzoekt de lidstaten om te onderzoeken of maatregelen genomen kunnen worden als verlaging van de luchthavengelden overeenkomstig de procedure die wordt beschreven in zijn bovengenoemd standpunt van 23 oktober 2008, ten einde de aantrekkelijkheid van de kustregio's te vergroten en hun concurrentievermogen te verbeteren; wijst in dit verband ook op de noodzaak om de naleving van de voorschriften voor de veiligheid van de luchthavens en de luchtvaart te verbeteren, onder meer door − waar nodig − brandstofopslagtanks bij luchthavens te verwijderen;

At no stage of the legislative procedure did Parliament and the Council contest the necessity for the directive, but simply begged to differ on the following points in particular: applicability also to pilotage services, authorisation requirement for port services, duration of authorisations, compensation for previous service providers, self-handling, transitional measures and transparency rules for competition between sea ports.
In geen enkele fase van de wetgevingsprocedure hebben het Parlement of de Raad de noodzaak voor deze richtlijn betwist, maar zij verschilden van mening op vooral de volgende punten: de toepasbaarheid op de loodsdiensten, het onderwerpen van havendiensten aan vergunningen, de looptijd van vergunningen, vergoedingen voor voormalige dienstverleners, zelfafhandeling, overgangsmaatregelen alsmede regelingen ten behoeve van de transparantie van de mededinging tussen de zeehavens.
