1. The signing, on behalf of the Union, of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part (hereinafter referred to as ‘the Agreement’), as regards the Preamble, Article 1 and Titles I, II and VII thereof is hereby authorised, subject to the conclusion of the said Agreement and in accordance with the Final Act.

Er wordt, namens de Unie, machtiging verleend voor de ondertekening van de Associatieovereenkomst tussen de Europese Unie en de Europese Gemeenschap voor Atoomenergie en hun lidstaten, enerzijds, en Oekraïne, anderzijds (hierna „de overeenkomst” genoemd), betreffende de preambule, artikel 1 en de titels I, II en VII, onder voorbehoud van de sluiting van die overeenkomst en overeenkomstig de slotakte.

Acts contrary to the purposes and principles of the United Nations are set out in the Preamble and Articles 1 and 2 of the Charter of the United Nations and are, amongst others, embodied in the United Nations resolutions relating to measures combating terrorism, which declare that ‘acts, methods and practices of terrorism are contrary to the purposes and principles of the United Nations’ and that ‘knowingly financing, planning and inciting terrorist acts are also contrary to the purposes and principles of the United Nations’.
Handelingen welke in strijd zijn met de doelstellingen en beginselen van de Verenigde Naties zijn omschreven in de preambule en de artikelen 1 en 2 van het Handvest van de Verenigde Naties, en zijn onder andere neergelegd in de resoluties van de Verenigde Naties betreffende maatregelen ter bestrijding van het terrorisme, waarin wordt verklaard dat „terroristische daden, methoden en werkwijzen strijdig zijn met de doelstellingen en beginselen van de Verenigde Naties”, en dat „het doelbewust financieren en plannen van en het aanzetten tot terroristische daden eveneens strijdig zijn met de doelstellingen en beginselen van de Verenigde Naties”.

By Royal Decree of 7 May 2003 the Belgian authorities implemented all the provisions of the programme act for the maritime sector (Articles 115 to 127 of the said programme act), specifying in the preamble to the Royal Decree that the decree provided ‘no legal basis to taxpayers for claiming vis-à-vis the tax administration or before the national courts the application of the fiscal aid measures whose compatibility is being investigated by the Commission’ in accordance with the Commission's decision of 19 March 2003.

The preamble also establishes the unique character of the act, which brings together the common provisions as regards cooperation in the field of foreign policy and the European Communities.
